Sapelut / Kalabakan road sealing work 萨巴律Sapelut /加拉巴干道路铺沥青工程

The poor condition of the Sapelut / Kalabakan road has been the constant complaint received by the Kota Kinabalu Member of Parliament Dr. Hiew King Cheu. The complaints came mostly from the people who have to travel from KK and the interior area to Tawau. This is a short cut and a faster way to travel between the west and the east coast.

The road is not sealed with premix (tar surface) and is only a gravel road since its completion few years back. In the original contract supposedly the premix / tar road surface was included in the contract, but not knowing why and how this scope of work was not carried out.

Until to date, there were many accidents occurred due to the bad gravel road surface, which is covered with pot holes, dust and mud. It is a dangerous road to drive on.

Dr. Hiew asked the Minister of Works in Parliament about the reason why the original price of RM 100 million to pave the premix / tar surface has now been increased to RM 200 million as announced for the 150 kilometer of trunk road, and why we have to wait until the 10th Malaysia Plan to do it.

The answer given by the minister is not acceptable because we all have heard from previous government announcements many times on promises to seal the road, and yet we are getting answer that we have to wait for 10 MP which is 2 years from now. The minister pointed out that it is RM200 million as estimated since 2008 for the sealing work on the 150KM of road from Sapelut to Kalabakan, and the project has failed since. We feel that to seal 150 KM for a sum of RM200 million seemed expensive and on the high side, and it worked out to be RM1.33 million per KM. It is advisable to call for a public open tender to ascertain the cost to avoid abuse of public fund and be transparent.

The minister continues to explain why the road cannot be sealed at moment, and this is because of the many heavy overloaded logging trucks plying on whole length of this road. If the sealing work is done, these trucks will eventually damage the tar surface. Therefore the sealing work will have to be delayed to a later date until the logging activities subsided. He said now there are many types of transport vehicles using this road, averagely 150 times a day and 50 to 75 are heavy trucks. The Federal work ministry is working with the Sabah JKR, and JPJ to take action on overloaded trucks on this road and to enforce the law, because this is a public road.

On this, Dr. Hiew said that it is not relevant that the Ministry of works siding the overloaded trucks as an excuse to defer until 10 MP on the sealing of the Sapelut / Kalabakan road. In fact, in all the good engineering design and good construction method used should produce and construct a road that can withstand heavy loads, or unless otherwise the road is built below specification and with substandard, or simply it is poorly done or ‘many corners cut’.

Hiew said that at least 90KM of this long stretch of road from Sapelut towards Kalabakan can be sealed immediately. This is because the heavy logging trucks only use the portion nearer to Kalabakan carrying logs from around the forest reserve in Maliau Basin which is 54 KM away to the log ponds in Kalabakan. It is unfair to use logging trucks as an excuse for not sealing the road, may be there is no money for the BN government to carry out the work. We demand the government to immediately start work on the sealing of the road to avoid further inconveniences, and accident happening.

直至目前为止,由于参差不齐的砾石及尘土覆盖的路面,导致有许多意外的发生。 该段路程是一道危险的马路。

邱庆洲博士在国会里询问公共工程部长,有关为什么原本估计需要马币一亿的铺沥青工程/泊油路面,如今有报道该150公里长的大路,其需要款 项将增加至马币二亿,并且为什么工程部长要等到第十大马计划才进行该项工程呢?

部长的回答是不能被接受的,因为在过去政府曾经宣布并且承诺很多次,他们将会在该段马路进行铺沥青工程,但是所得到的回答是总是我们必须等到第十大 马计划。此外部长也指出,在2008年他们已经估计要用两亿令吉来进行萨巴律/加拉巴干道路的铺沥青工程,而该项目已经暂时搁置。 我们认为耗费马币两亿来铺上150公里长的沥青工程似乎太过昂贵,算起来每公里要花费约马币一百三十三万。 政府应该要公开招标,以确定该铺沥青工程的标价以示透明度,避免政府资金被滥用。

部长继续解释说该段道路暂时无法进行铺沥青工程,这是因为有很多重型超载的大木车在该段道路上行驶。如果铺上沥青后,这些大货车最终将会损坏该段马 路的表面。因此,铺沥青工作将要推迟到伐木活动减少后才能够进行。他说,现在有许多类型的运输货车使用该段道路,平均每天约有150车数,其中有50至 75辆的重型货车在行驶。 联邦工程部与沙巴工程部,以及陆路交通局正在采取行动,来对付行驶在该段马路上超载的货车,因为这是一道公众马路。

针对这方面邱博士说这是毫不相关的事,并指出工程部利用重型超载大货车为借口,推迟萨巴律/加拉巴干道路的沥青工程,并且要等到第十大马计划。事实 上如果有良好的工程设计和采用严格施工来建设该道路时,是可以承受很重的负载,或者道路的建设是货不对版,又或是偷工减料,那么该道路是很快会损坏的。

邱博士说,至少从萨巴律到加拉巴干约90公里长的道路,可以先立即进行沥青工程。 这是因为沉重的伐木车只行驶从马里咬Maliau Basin的森林保留区一带前往加拉巴干的木桐存放处约54公里的距离。使用超重货车作为一借口而不进行铺沥青工程实在是不公平,可能是因为国阵政府找不 到钱来展开该项工程。我们要求政府立即开始进行沥青工程,以避免交通事故的发生。
