Medical health service director should be Sabahan 沙医药服务局应该有沙巴人来担任

The pace of Borneanisation of the public service should be expedited and proceed as quickly as possible.  Borneanisation is a part of the 20 points agreement, which was signed by Sabah (North Borneo), Sarawak, Malaya and Singapore has often been overlooked.

A case in point is the post of our State Health Department Director. Currently, the post is temporarily held by a sabahan, Dr Mohd Yusof Hj Ibrahim. It is high time that the post is held by a Sabahan again.

There are many Sabahans of high calibre, like Dr Mohd Yusof that are more than qualified to head our Federal or State departments in Sabah, but invariably the post is given to someone from West malaysia.

Officers from West Malaysia are usually hesitant to come to Sabah when posted here, while qualified Sabahan officers are not given the chance to excel as per the principle of Borneanisation of the public service.
沙巴州的公共服务领域应当‘婆罗州化’。 因为当年的马来西亚协议中的二十条约里指出,‘婆罗州化’是其中签署的条约之一。  当年是由沙巴(北婆罗洲),砂捞越,马来亚和新加坡签署的二十条约协议,但是经常被忽略和遗忘。

其中一个典型的例子是,沙巴州的医药服务局总监一职。 目前该职位是暂时由沙巴人莫哈末尤索夫哈芝易卜拉欣医生代替。 其实是时候让该医药服务局职位由沙巴人来担任。
沙巴州有许多高素质及有经验的人士,像莫哈末尤索夫医生就有资格来担任联邦或州卫生部的总监,但该部门的总监职位总是由西马人担任。



Of course, for those officers from west Malaysia that have come to serve in Sabah, we thank you for your services in helping the poor people of Sabah. Another fact is that a large number of these officers
will decide to settle down in Sabah.

In Sabahs' hospitals most of the Hospital Directors are junior doctors who are holding the post on a temporary basis. These acting Hospital Directors have done an amazing job in difficult circumstances. They are the "glue" that holds the health system together.

Most importantly, we need a Local State Health Department Director that knows our Sabah health problems first hand and the special needs of making the Sabah health system work.

Not someone who comes over to Sabah at the twilight of his career and given A "JUSA" grade as a reward for his previous services. Such persons are more worried about his retirement than sorting out Sabah's health needs.

沙巴州的公共服务领域应当‘婆罗州化’。 因为当年的马来西亚协议中的二十条约里指出,‘婆罗州化’是其中签署的条约之一。  当年是由沙巴(北婆罗洲),砂捞越,马来亚和新加坡签署的二十条约协议,但是经常被忽略和遗忘。

其中一个典型的例子是,沙巴州的医药服务局总监一职。 目前该职位是暂时由沙巴人莫哈末尤索夫哈芝易卜拉欣医生代替。 其实是时候让该医药服务局职位由沙巴人来担任。

沙巴州有许多高素质及有经验的人士,像莫哈末尤索夫医生就有资格来担任联邦或州卫生部的总监,但该部门的总监职位总是由西马人担任。

西马公务员通常都不愿意来沙巴州服务,而合格又表现出色的沙巴人却没有给予升职的机会,更不用提起‘婆罗州化’的公共服务。

当然,对于那些从西马到沙巴州工作的公务员,我们感谢他们为沙巴州的人民服务,这些公务员来到沙巴州之后就会定居在沙巴。

此外沙巴医院的总监大多是初级医生,及属于担任临时性的角色。这些代总监通常在处理事情上都做的很好。他们都是卫生部很有工作效力的公务员。

最重要的是,沙巴州需要一个土生土长的沙巴人来担任卫生部总监的职位,因为只有沙巴人能够清楚及了解沙巴州的医疗健康问题和需要,并且能够 真正解决本州医疗服务的需要。 政府是不应该委派快要退休的公务员来沙巴州任职,并且给予‘JUSA’级。 他们大多关注他们退休的问题多过关注沙巴州的医疗服务。
