BN’s bad financial management in Sabah // 沙巴国阵政府财务管理不当




亚庇国会议员邱庆洲不同意哥打毛律国会议员拉曼达兰所说的“沙巴给很少,却获得联邦政府的许多”! 这清楚看到拉曼达兰对于沙巴州财务数据的无知。 我们只需要看看2011年和2012年的财政预算案,以及2013年预算案中的分配和支出,就能明白沙巴州在2011年的财务管理并不理想。 而且从2011年的国家总稽查师报告已证实了这一点, 如果与槟城和雪兰莪相比,反而更糟糕。 以下是沙巴州2011年,2012年和2103年的财政预算表,很清楚的看到国阵政府在乱花人民的钱。


The Kota Kinabalu Member of Parliament Hiew King Cheu has commented on the statement made by Kota Belud MP Abdul Rahman Dahlan on “Sabah gave little, but got plenty in return”! He said Dahlan is ignorance of many facts concerning the various financial figures in Sabah. Just simply on the 2011 and 2012 budgets performances; and the 2013 budget allocations and expenditures, we can see the performance of Sabah for 2011 is not at all fantastic. This is confirmed by the Auditor General’s 2011 report, and it looked even worst when compared to Penang and Selangor. The table below is the Sabah state budgets for 2011, 2012 and 2103 which indicated who the BN government is spending our money.

We see interesting increments in the budget allocations for Sabah for expenditures distribution from RM3.169 billion in 2011, to RM4.929 billion in 2012 and RM5.088 in 2013. The revenue projections are RM2.748 billion in 2011, RM3.690 billion in 2012 and RM3.828 billion in 2013. The budgets were increasing but the result is minimal. This looks even odd when compared to the budget allocations for Selangor of RM1.43 billion and Penang with only RM0.8974 billion, while Sabah was using RM3.169 billion for the same period in 2011.

The Auditor General Report for 2011 stated that Sabah state government had a low surplus of only RM4.02 million in year 2011 indicating that the Sabah state government had very little savings or was in a hurry to spend every single cent.

In comparison, the Auditor General’s 2011 Report recommended another financial success that both Selangor and Penang were proud of. The report praised Selangor for its good financial performance, increased in savings and revenues, good investments and financial management. There was an increase in state revenues; there was healthy public debt repayment; and state development was positive based on expenditure. The state’s finances were also praised. Both states budgets made mention of the terms “value for money” and “open tender” procedure. What happen to Sabah, have the state government done any commendable achievement?

The Sabah state government always said that they are good in managing the state economy and finances; and now the Auditor General has reviewed that they are not as good as they claimed. The state reserve fund had not improved while they have spent more money. Rahman Dahlan should reveal facts and make a performance comparison of budgets allocated and comparative results achieved to gauge the situation. Who is right – Abdul Rahman Dahlan or the Auditor General?

Something is not right here, with so much money spent, why are there still so many poor people in Sabah as stated by the World Bank Report? Sabah Chief Minister Musa Aman in his 2011 Budget speech said that the per capita income had increased from RM26,355 in 2010 to RM27,950 in 2011. This is telling us that the BN State government had failed to boost the economic growth and the general income of the Sabahan.

The state revenue did not show any positive improvement relating to Sabah having a vibrant economy and having a speedy growth, this had fallen into painting a glossy-picture in the sky. The foreign and domestic investment is far below expectation and disappointing. The agricultural sector is slow and we can’t produce enough food for our people. We are importing 70% of our rice requirement, and it is estimated to be around RM1.0 billion a year. While Rahman Dahlan is the MP for Kota Belud – the rice bowl of Sabah, did he notice what is happening in his own backyard? The BN government has been talking about food security but they have nothing to show despite having huge budgets yearly. RM175 million was allocated during the past four years since 2009, and RM40 million in the 2013 budget to be shared between Sabah and Sarawak. Still we see no improvement in the rice production, and many rice fields are idle. Is Rahman Dahlan very proud of this?

With this kind of “manager”, the Sabahans will soon go bankrupt. The Sabah state is like a “Big company” and if the “managers” are mismanaging and “cheating” their Bosses, surely this will cause the company to go bankrupt. The Auditor General has already declared that the Sabah BN government financial performance is well below par especially there is lack of economic development in Sabah in the past few decades. It is better to vote for change.

从该些数字明显的看到开支在增加,沙州的支出预算案在2011年是RM 3.169 billion2012则是RM 4.929 billion,而在2013年是RM 5.088 billion。 其收入预测在2011RM 2.778 billion2012年是RM 3.690 billion,而2013年是RM 3.828 billion。 虽然预算案每年在增加,但却没有看到有大发展。 2011年雪州的预算案只有RM 1.43 billion,而槟州则是RM 0.8974 billion,反观沙巴却要 RM 3.169 billion,这数目实在是令人质疑。

根据2011年国家总稽查师的报告指出,沙州政府的盈余是RM 4.02 million,这表示州政府财库单薄和储备金稀少,和他们所说的沙州财力雄厚正好相反。

此外国家总稽查师在2011年报告中指出雪州及槟州在经济方面的成功。 其报告也赞扬雪州特优的财务管理和州储备金的大增,加上有效的投资和财务管理。 他们不单增加了其州政府的收入,同时还偿还了其他债务和有计划的开支协助基本发展。 这两个州属的预算案是提倡“物有所值”和“公开招标”方式。 但是沙巴州政府是否有做到任何值得赞扬的吗? 看来是浪费人民金钱来的较多。

沙巴国阵州政府总是说,他们在经济和财务管理都做的很好,而现在总稽查师已经清楚的指出,他们并没有做到这一点。 沙州的储备基金没有增加,虽然他们用了很多钱,却没有经济的发展。 拉曼达兰应该进一步去了解预算案的分配,和要与其它州属作比较,了解清楚发展计划和如何取得有效的成果。 到底是拉曼达兰对还是国家总稽查师对呢

实际上国阵政府在很多方面都没有做好,他们花了人民的钱,为何在世界银行报告中指出沙州还有这么多的穷人呢? 沙州首席部长慕沙阿曼在2011年财政预算案演辞中说,沙州个人每年的平均收入已经从2010年的RM26,355,增加到2011RM 27,950。 这明显的告诉我们,国阵州政府无法振新沙州的经济以提升州人的每年平均收入。

沙州的财政收入数据,显示出沙州没有好的经济增长,只不过是‘海市蜃樓’而已,此外令人感到失望的是来自外国和国内的投资额偏低。 农业部的发展缓慢,迄今政府仍无法生产足够的粮食供给。 直到今天我们还须进口70%的白米以供需求,并且估计每年需要花费约RM1.0 billion。 虽然拉曼达兰是哥打毛律的国会议员,而该区还被称为沙巴的米仓,可能他到并没有关注到其选区所面对的问题? 国阵政府一直在谈论有关粮食保障,而且每年都有庞大的拨款,但我们并没有看到粮食生产增加。 自2009年到2012年,政府已拨出RM174 million以发展农业,而在2013年预算中,沙巴和砂捞越共获RM 40 million的拨款于稻米发展计划。 但是水稻生产方面却看不到有改善,很多稻田都处于废置的状况。 为何拉曼达兰还引以为傲呢?


国阵的“无能经理”管理沙巴,已面对破产。 沙州就像一间“大公司”,如果因“经理”的管理不当,并且“欺骗”老板(人民),很肯定将会导致公司全面破产。 国家总稽查师已经公布,沙巴国阵政府的财务表现是在最低水平,特别是沙巴州的经济发展,以及其他方面的问题。 现在是时候透过即将来临的大选更换‘经理’。
