Dismissing claims by SAPP president Yong Teck Lee, DAP leaders said Pakatan Rakyat did not operate along the lines of Barisan Nasional (BN) where Umno is the lead party.

DAP national vice-chairman Tan Kok Wai said that to reach a consensus, SAPP would have had to have a formal meeting with Pakatan coalition members and this had not taken place.

他指出，沙巴进步党近期在报章上宣布有关议席分配的方案，予人该党经与民联经谈妥的感觉，但对他而言这都是“新闻”。

他说，也许民联共主拿督斯里安华曾与沙巴进步党主席拿督杨德利会晤，但这并不表示民联经与进步党达致协议。根据民联原则，所有的决策必须经三党，即行动党、人民公正党和伊斯兰党同意方能落实。

他表示，民联与国阵不同，民联里面三党拥有平等地位，拥有平等的决策权，不是任何一人可以说了算。

他说：“也许有人认为行动党的领袖企图阻止进步党的领袖与中央领袖会晤，但完全没有这回事。安华可以和任何人见面，我们不会阻止，但这不代表是民联的立场。”

陈国伟也是行动党全国大选备战委员会主席。他今日受邀为位于文都善路的沙民行党总部新会所主持开幕后，在记者会上如此表示。

加入民联才谈合作

他重申，该党的立场不变，他们欢迎任何政党与民联合作，但首要条件就是对方先要加入民联，对方也要尊重及接受民联的纲领。

受询为何沙巴进步党放话指与民联达至协议时，他说，这是对方的举措，其动机当然只有对方知道。

另一方面，火箭亚庇区国会议员邱庆洲表示，安华曾经提过与沙巴进步党合作的事宜，但他最终交由沙巴民联来决定。

“To me and my colleagues in the Pakatan coalition, this is news because it is unheard-of.

“If there was an agreement, it means that all the three coalition parties knew of it and have had a discussion about it.

“But we did not have any discussion at all, neither formal nor informal, so I am surprised that such a statement was made,” he said.

Tan added that Pakatan operates on the principle that all coalition members are equal partners and all policies and agreements are decided by consensus.

“In other words, all must agree on policy matters including contesting seats by Pakatan members or negotiations with political parties which are non-coalition members,” he said.

Tan, who is also DAP election bureau director, said this during a press conference after officially opening the Sabah DAP headquarters in Penampang near here yesterday.

He said Pakatan was different from the ruling BN coalition which was controlled by senior partner Umno which decided on all matters including allocation of electoral seats.

Tan also said DAP is determined to contest at least 20 state and 10 parliamentary seats in Sabah, adding that this has been conveyed to the Pakatan coalition members in Sabah.

‘Only two national parties’

Meanwhile, Sabah DAP chief Jimmy Wong said the state leadership had identified the seats they want to contest and the matter was being finalised to ensure a “one-to-one” fight against BN in the coming election.

“As far as parliamentary seats are concerned, Kota Kinabalu, Sandakan, Tawau and Penampang are on DAP’s wish list.

“We are asking for them as these are must-have seats for Sabah DAP and we will field the best candidates possible,” he said.

As far as DAP is concerned, there are only two national parties – BN and Pakatan – and those who are not members of Pakatan would be treated as BN members “because the fight is between BN and Pakatan”.

The opposition coalition has urged SAPP to link up with them formally as a national front but has been rebuffed so far.

“To work together, you must join Pakatn. We want that stand to be very firm… you are either Pakatan or BN; if you are neither, we cannot recognise you… we cannot recognise the ‘+1’ system as this will be chaotic,” Wong said.

Touching on the opening of the Sabah DAP headquarters, Wong said that it is part of efforts to strengthen the party in Sabah.

Kota Kinabalu MP Hiew King Cheu, who was also present at the press conference, said that Pakatan would strive to field popular candidates irrespective of which party he or she is from.

“The candidate must be somebody who can win the seat for Pakatan and not for any particular party,” he said, adding that DAP wants to contest in major state seats in urban and suburban areas.

“We can even go as far as Tenom, Kudat. Some of the seats we have agreed on and there are some yet to be trashed out,” he said.

亚庇市的主要污水处理系统的氧化池已满溢，导致该处四周被满溢出来的污水严重污染。 该处是主要的污水处理设备，而大量溢出来的粪水，导致附近的翠鸟园和其他住宅区面对环境污染。 最糟糕的是该污水也流入附近的河流及沼泽里。

The foul raw sewerage from the main sewerage system of the whole KK City is overflowing seriously in the Kingfisher Park oxidation ponds. This area is the main foul sewerage treatment area, and the overflowing foul water is causing massive pollution problems to the nearby Kingfisher Park and some other housing area here. The worst part is that the foul sewerage water is flowing into the nearby swamp.

The KK MP Hiew King Cheu was alerted by the people about this, and he was brought there to see the awful condition of the foul sewerage water flowing into the open field instead of flowing into the oxidation ponds as it should be.

The people who live around here weren’t happy at all when they saw the foul water is every way and emitting unbearable foul smell which travels across many kilometers. They said the whole area is covered with foul sewerage now and it is affecting their health. They couldn’t live here any longer and some people had already sold their houses.

From the inspection carried out, it is confirmed that there is a huge quantity of foul sewerage water overflowing into the open field, and created another big pond of foul water outside. The foul water is being pumped into the ponds from the whole KK City, and it is noticed that the oxidation ponds are under capacity now, and these ponds are full and cannot treat or contain any more additional foul water.

The situation happened quite some years ago, and there has been not much work done to put right the situation. JKR and DBKK have been talking about big plans and projects to rectify the foul sewerage problems, but today we saw the problems got worst.

MP Hiew said when he referred back to the records and promises made by the government to rectify the problems in these oxidation ponds here many years back, he found that nothing has been done and no work has been carried out. Hiew said, now the whole KK City will have its foul sewerage water connected up to these ponds for treatment, will these pond be able to cope up with the additional quantity of almost five times in volume?

The sewerage water that is being pumped here through a small diameter pipe is actually 30% of the total volume (from reliable source), and there is already serious overflowing now. What happen when 100% is being pumped here when the KK City sewerage master plan pipelines are all connected up to here? Will all the foul water flood the whole Kingfisher Park and Likas too in the future? The question is where is this 70% of the foul sewerage had gone to now? The only logical and possible answer is that the 70% of the foul water has gone into the open drains and got into the sea directly in KK. The main storm drains water in KK is blackish and smelled like foul sewerage water, and in fact this is real sewerage water that is leaking out from our sewerage system.

There are many leaking sewerage pipes in the KK City area, and many people had made their reports to the KK MP office.

We need some quick action from the government, and we don’t want our city to become a city sinking in foul sewerage. We don’t want our sea and land being polluted heavily daily.

亚庇粪水满溢

翠鸟园的人向亚庇国会议员邱庆洲投诉，并且带他前往视察该处，邱氏发现满溢的粪水已大量流出，非常恶心。

该处的居民非常不满，当他们看到粪水流到各处，并且发出难以忍受的恶臭，而臭味还飘到几公里远外。 他们说，整个地区覆盖着粪水，并且影响着他们的健康。 他们无法再住下去，而有些人已出售自己的房子搬到其他地方去。

经过检查后，发现该化粪氧化池的粪水满溢倾泻而流出去，形成一个大臭水池。 该化粪池的污水是来自整个亚庇市，由于化粪池的容量有限，已经不能再容纳额外的污水。

实际上该情况已发生有一段长的时间，但是有关当局一直都没有纠正和处理。 工务局和亚庇市政厅之前曾经有宣布大计划以纠正污水池的问题， 但迄今该污水问题越来越严重。

邱国会议员说，多年前他曾提及有关问题，而政府也曾经作出的承诺要纠正化粪池的问题。 但是邱氏发现政府实际上没有行动，也没有展开任何有关的工程项目。 邱氏说，亚庇市的污水管如果衔接起来，并都把污水输送到该化粪池，是否该化粪池能够应付将近五倍的污水量呢？

现在亚庇的污水通过小口径管输送到氧化池，实际上只是全市里的总污水量的30％而已 （可靠消息来源）。 而这30%的污水已经造成严重的满溢。 如果把全亚庇100％的污水输送到这里，相信污水将会泛滥整个翠鸟园和里卡士。 问题是这70％的污水到底去了那里？ 唯一合乎逻辑的答案是，该没受处理的70％污水已经流入排水渠并直接进入海里。 亚庇市的大水渠的水是黑色的，粪水的味道很重，其实这就是从污水处理系统中流失的70%粪水。

实际上亚庇市的污水管有多处已经损裂，许多人也已向亚庇国会议员办事处报告。

政府应迅速采取行动，我们不希望看到亚庇市成为一个污水满灌的城市。

为何还有“一对一”学校拨款方式？ // Why “One to One” school-grant formula is still used?

The recent case highlighted by the Kota Kinabalu Member of Parliament Hiew King Cheu on the Ranau SJK (c) Pai Wen who was given a grant based on a “One Ringgit to One Ringgit” system as a government grant to help the school development projects had received much attention and created a ‘talk of the town’ especially in the Ranau District.

最近亚庇国会议员邱庆洲获悉政府以“一令吉对一令吉”的方式拨款给兰瑙培文小学兴建多元礼堂。 这事件备受兰瑙各界的关注。

邱国会议员以前一直都有参与学校的发展计划，并曾任学校董事，也曾担任学校建校委员会要职，校友会主席，家教协会主席等职位。 此外他也曾经是幼儿园，小学及中学的理事会成员。 邱氏说在多年前，政府已经废除“一令吉对一令吉”筹款对拨款的方式。 这项消息仍然可以在报章上追查得到。 这项宣布导致许多需要依靠政府拨款来援助的学校面对财务困难，迫使他们必须自己负责去找扩建学校的资金。 虽然有些学校透过筹款晚宴和义卖会筹得资金，但是由于资金不足往往导致学校扩建工程缓慢和延迟。

2010年11月21日沙首席部长拿督慕沙阿曼出席由拿督马西迪担任晚宴筹委会主席的筹款活动，并在现场宣布根据州政府“一令吉对一令吉”的拨款方式，拨出马币20万令吉作为建堂基金，当晚还举行模拟支票移交仪式。

我们想知道的是为何拿督慕沙还使用州政府淘汰的拨款方程式呢？ 有许多兰瑙人也出席了该晚宴，并听到首长当晚宣布的好消息。 迄今政府还没有支付该款项，而导致校方不得不寻求帮忙去申请该笔款项。 政府花十四个月来处理该校的拨款申请，而且还有要等到今年5月才能收到钱（如果被批准的话）。 事实上，上述宣布拨款应视为“现场批准”， 是不需要任何申请程序的。 有许多类似的‘现场批准’拨款，都会在现场立即移交给学校。 为何先宣布了拨款，然后才要从头申请？

兰瑙培文小学极需要建校资金，这可以从他们在农历新年期间分发的传单向各界人士要求捐款中看到。 他们希望能够筹得急需的40万令吉来完成他们的多元礼堂。 如果捐赠者能够捐出40万令吉以上，该礼堂将会以其名字命名。 校方也附上礼堂的建设账目表明差额。 大家应该感谢承包商垫出50万令吉来完成该礼堂的建设，等到学校有钱才还给他。 邱氏赞扬该承包商的善举先把礼堂建好才收钱。既然承包商先垫钱把礼堂建好，校方仍然需要找钱来还给他。 我们建议沙首长慕沙阿曼应该自己捐出50万令吉来帮助该学校。

Why “One to One” school-grant formula is still used?

The KK MP Hiew is also a person who had worked many years with the development of schools in Kota Kinabalu, and the positions he had held were from school board members, building committee chairman, alumni presidents, and Parent Teacher Association Chairmanship etc.. He served for a good many years in the various Kindergarten, primary schools, and secondary school. He said the granting formula of ‘one ringgit to one ringgit” was cut many years ago by the government. The records on the announcement still can be traced. Many schools that needed the grant and allocation from the government to continue their expansion projects had suffered, and they were told to source for their own fund to continue their projects. Even though some schools had achieved to raise money through fund raising events like dinners and bazaars, their developments were delayed due to lack of fund.

It came as a big surprise that the Chief Minister Datuk Musa Aman actually announced on the spot on 21^st November 2010 in a fund raising dinner held by the school where the Minister Datuk Masidi Manjung was the organizing chairman, that a state government grant based on the “One to One” formula and equivalent to RM200,000 was made to the school hall building fund. A mop cheque was handed over to the school during the ceremony.

The point is, why Musa announced a grant that is based on the ‘phased out formula’ which is no longer used by the government. Many Ranau people were present at the dinner heard the good news that a grant was approved and announced on the spot. Why this was never made payable immediately, and the school had to seek advice on how to apply for it? This took them 14 months to process the grant application, and still have to wait until May this year to receive the money, (if there is any). In fact the said grant should be called as the “SPOT-GRANT” which does not need any application procedure. There were many such “spot-grants” made available and paid immediately to schools on many occasions.

The school is really in need of fund, and we can see this in their CNY visiting leaflets requesting for sponsors to donate for the required sum of RM400,000 to complete the hall. The donor’s name will be used to name the hall if the donor can donate the RM400,000 or more. The school hall account balance sheet was also attached. We must thank the contractor for coming up with his own money (RM500,000) to complete the construction of the hall, and claim later when the school has the money. He must be complimented. Even thought the contractor can come up with his money first, he still has to be paid anyway. We suggest CM Musa to come up from his own pocket the RM500,000 to help the school.

Ranau Road collapsed but no repair work done 兰瑙路倒塌迄今还没维修

兰瑙国油加油站(Petronas)对面马路崩塌已有一段长时间，但是迄今工务局还没有派人前来维修。 沙巴民主行动党兰瑙支部领袖接到的许多人投诉有关该事项。该斜坡土崩的问题，导致该段马路面对严重问题及交通意外。

The collapsed section of the road opposite the Ranau Petronas fuel station had not been attended to by the JKR for a long time now. This is a major complaint received by the Ranau DAP leaders. This land slide had happened quite sometimes ago, and this is the cause of some serious road accident.

The collapsed road section had caused danger and inconvenience to motorists using this road daily. It is very dangerous at night and during rainy days because the collapsed hill had covered the road side drain forcing the huge volume of water to run on the road surface. The water flowing on the road surface caused danger to the cars who did not notice the water. The road surface here has heaved up forming an uneven surface.

Paul Karangkas, the Sabah DAP Ranau Protem branch chairman inspected the site with the DAP leaders rom Ranau said he had requested the JKR to make good this collapsed section of the road or at least to remove the earth and soil that is blocking the drains. There were no action until today and the drivers still risk the danger here.

He said the JKR should immediately start work to make good this collapsed road section and install more warning signage to warn the drivers about the danger. The people in Ranau do not understand why it takes JKR that long to start rebuilding this section of the road.

兰瑙路倒塌迄今还没维修

该倒塌路段已造成马路使用者的不便，也危及他们的生命。尤其是在夜间或下雨天行驶是非常危险的，因为倒塌的土壤覆盖着道路，且斜坡的水流到路面上。 车主如果没有注意到路面上的流水，将会造成马路交通意外。此外该路面因土崩已形成凹凸不平的表面。

沙巴民主行动党兰瑙支部筹委主席保罗卡朗卡士(Paul Karangkas)说，他已要求工务局立即把该倒塌的马路修好，至少把覆盖马路旁水沟的土壤挖走，以解决排水沟堵塞的问题。 但是目前当局还没有任何行动，直到今天司机们必须小心在该段马路上行驶。

他说，工务局应立即开始工作，把该倒塌马路修好，并且安置更多的警示牌，以提醒马路使用者，请他们小心驾驶。 兰瑙人不明白为何工务局需要那么长的时间，才能开始重建该路段。

沙巴民主行动党州副主席爱德华慕吉接到投诉，有关下南南大阪商业中心的交通岛处的深沙井的盖已丢失。 他与其助理史提文亚曼前往该处检查，发现正如投诉者所言，该深沙井确实没有了盖，此外还发现该沙井有10多尺深。

没有盖的沙井对该处的人民构成危险，尤其是在交通圈的旁边。 此外无论是早上或夜间都有许多人在该处走动，如果不小心可能会掉落深洞里，这是个危险的陷阱。 爱德华要求在左邻进行工程的发展商协助覆盖该沙井口，同时也维修前面松脱的另一个沙井盖。 该发展商很乐意给与协助，他们说将会用洋灰板覆盖洞口。 他们指出盗窃是不会偷取洋灰板的。

The Sabah DAP vice chairman Edward Ewol Mujie was informed about a deep manhole without cover at the round about in the Taipan Commercial centre. He went to inspect with his assistant Stephen Yarman at the location and found that the complaint is true, and the manhole without its cover is as deep as ten feet deep.

This manhole posts danger to the people in the area especially it is just next to the round about and many people walk through here day and night. There is a high potential that some one might fall into the hole. He has requested the developer who is working next to this round about to assist to replace a cover to close up the manhole and also for the nearby manhole where the cover also came loose. The developer is very happy to help, and they said they will immediately replace the covers with concrete slabs. The metal theft will not steal the concrete slab, they said.

More and more metal manhole covers and mild steel covers or gratings are being stolen everyday, and therefore it is high time that the local authorities should come up with a solution to gradually replace them with some other durable and cheaper material. We can not have these being stolen frequently and the people faced with much difficulties and inconveniences.

The people in Taipan Commercial Centre also said they want the DBKK and JKR to look at the various traffic congestion and flow problems. This place is not fully occupied and we have already heavy jam and very lack of parking, and they said it will be worst when the place is fully occupied. The inlets and outlets to this place is not even fully completed and well prepared, why the DBKK issued them with the OC? There must be something not right.

下南南路旁的沙井没盖

每天越来越多的铁盖或铁栅被偷盗，是时候地方政府应该要寻找解决方案，逐步取代铁质盖，而改用耐用并且便宜的材料。 偷盗频繁的发生而导致人民面对着诸多不便和危险。

大阪商业中心的人也说，他们要求亚庇市议会和工务局，前往解决该处的交通拥堵问题。 该商业中心还没有全部开放，却已经面对严重的交通拥堵和缺乏泊车位，他们说如果全面开放，情况将会变得更加糟糕。 该处的马路进出口，甚至还没有完全建好，在如此的情况下为何亚庇市政厅会发出入伙纸呢？

派发一马援助金方式荒谬 // BR1M payout ridiculous

The BR1M (Bantuan Rakyat 1-Malaysia) program on distributing RM500 to the people was under fire again from the many people who did not get their approval even though they are legible and had applied through the proper channel.

They query why although they are qualify and yet being rejected, and while many who are richer than them got the RM500. These people felt that there is a “favoritism” system being practiced on the approval procedure. They said this is not good, and this made them very angry after queuing up to apply for it and waited, but now being turned down. They are in dismay and disappointment.

国阵政府分派马币五百令吉的一马援助金（Bantuan Rakyat 1 Malaysia）给人民的方式引起民众的议论和不满，因有许多有资格并透过正常申请手续的人士，却没有获得批准。

他们质疑为何他们有资格却被拒绝，而许多比他们有钱的人却轻易的获得马币五百援助金。 这些人认为审批程序似乎是批准给“特定的人”而已。 他们说，这实在是不公平，他们排队申请及耐心等待回复，但最后却被拒绝了。 他们感到非常沮丧和失望。

我们怎能接受这种糟糕和无规章的工作态度，到底其背后的主因是什么？ 必须有人要向人民解释清楚。

政府分派援助金的方式有必要重新作出调整，那些被安排到远处领取援助金的人，应立即让他们在原居处领取，有关部门应该安排妥当，而不是让他们自己去查。

有位老人家愤怒地告诉邱国会议员说，他住在里卡士，但是政府却安排他到丹南领取该五百令吉的援助金，好像是故意为难他，而不想把钱给他。

BR1M payout ridiculous

Many people have approached the KK MP Hiew King Cheu to complain about the location and place of where to receive their RM500. They complained saying that many of the applicants had stated they place of resident, and address during the application, but they don’t know for what reason they were asked to claim their money from a place far away from their resident. Some people in the Luyang area were asked to go to Tuaran, some from Inanam were asked to go to Sipitang, Tenom and Kudat. How can this happen?

MP Hiew said the people who complained to him were old people who can not travel and afford to pay for the trip that far away. He felt all these are some irresponsible deed of the government and gross negligence. The people who approved and assign the centre for paying out the money is definitely not checking properly and simply located the station of payout.

How can we accept this type of poor standard of work and what is the reason behind it? Some one must be able to explain it.

The payment system is definitely needed readjustment, and for those who were sent far away to receive their RM500 should be put right immediately on receiving notification from the beneficiary.

One elder angrily told MP Hiew that he thinks the government is purposely trying not to give him the money, therefore they send him to collect the money from Tenom even thought he is staying in Likas.

Tenom District Hospital lack of doctors // 丹南医院缺乏医生

最近由亚庇国会议员率领的团队前往丹南进行探访期间，接到市民向他们投诉有关丹南医院缺乏医生和医务助理。

邱国会议员于2月6日突访丹南医院，出乎意料的发现，该医院唯一的医生正在休假。 而该医院的门诊室只有一位医务助理负责为约50多位病人看病。 当时已经是上午11点半，但是该医务助理只能为18位病人看病，门诊室仍然还有许多病人正在等待看诊。 一些病人说，他们大清早已经在该处等待。

The general public made their complaints to the Sabah DAP visiting team led by the KK MP Hiew King Cheu during their visit to the Tenom District recently concerning the Tenom District Hospital is lack of medical doctors and medical assistants.

MP Hiew made a surprise visit on the 6^th of February to the hospital and to his surprise the only doctor in the hospital was on leave. There was only one medical assistant attending to some 50 patients in the out patient room. It was 11.30am and the MA had managed to see only 18 patients, and there was many still waiting to be called. Some sick person said that they have waited since early morning.

The sole doctor station in this hospital was on leave on that day, and so happened that there was a man with shot gun wound admitted into the emergency ward, and there was no doctor to attend to him. The bullets had pierced through his left shoulder and and arm, and he was bleeding badly. It was later known that this patient was rushed to Keningau General Hospital by ambulance for treatment.

There are only two units of serviceable ambulance working in this hospital, while the third one is out of order and pending repair. This standard on the emergency ambulance service is not acceptable because in Tenom District there are some 100,000 people covering a very big and remote area.

MP Hiew was very disappointed with the Ministry of Health for not able to provide more doctors to serve in the Tenom District Hospital. We all know that in Sabah there is a lack of 2000 doctors and this is just a typical case. He reminded that the Sabahan are not third class citizen and the people in Tenom also have the equal rights as any other Malaysian. The Tenom people should not be deprived of the basic right to enjoy good medical care and continuous guarantee good health services.

The Minister of Health should pay more attention to this bad situation in all the hospitals, clinic, polyclinic all over Sabah, in particular the interior of Sabah. For the Tenom hospital, the Ministry of Health should immediately post two more medical doctors and one more medical assistant to work in this hospital. The equipment in the hospital must be improved with additional unit for saving lives and to meet the demand. This will avoid the patients from being sent to the Keningau Hospital, which caused much agony, time lost and sometimes life lost.

We want to see that the BN government to fulfill this task of providing good medical services to the people of Tenom, according to their slogan of “People First”! Otherwise all these will turn out to be “Empty Promises”!

丹南医院缺乏医生

最近由亚庇国会议员率领的团队前往丹南进行探访期间，接到市民向他们投诉有关丹南医院缺乏医生和医务助理。

当天该医院唯一的医生正在休假，很不巧的有一位枪伤的男子被送到该处的急救室，但是却没有医生为他做急救。 该伤者的左肩膀和胳膊被子弹射穿，面对严重出血。 后来救护车把该伤者送往根地咬医院。

此外邱氏被告知该医院虽然有三部救护车，但是只有两部可以操作，而第三部正在维修。 丹南是非常大，也包括许多内陆偏远甘榜，此地大约有十多万的人口，如此糟糕的救护服务是不能被接受的。

邱国会议员对卫生部无法提供更多的医生在丹南医院服务感到失望。 大家都知道沙巴州缺乏了两千名的医生，而丹南医院就是一个典型的例子。 他提醒政府不要把沙巴人当成第三等公民，丹南人民也应享有同等的权益。 丹南人不应该被剥夺其基本权益，他们有权享有良好的医疗保健服务。

卫生部长廖仲莱必须更要注意到沙巴州的医院和诊所医生缺乏的问题，特别是沙巴内陆区。 卫生部应立即分派至少多两名医生，以及多位的医务助理到丹南医院服务。 此外必须提升该医院的设备，以拯救生命和应付该处的需求。 这将会避免病人被送往根地咬医院而引起病人的痛苦，也可避免失去宝贵急救的时机。

人民要看到国阵政府提供丹南人良好的医疗服务，不要只会用“以民为先”的口号！ 否则国阵所承诺的都变成“空头支票”！

沙巴民主行动党州副主席爱德华慕吉说，他完全同意林吉祥的说法，有关行动党的宗旨是不分种族或宗教，无论是在东西马都会为他们争取权益。

Sabah DAP Vice Chairman, Edward Ewol Mujie said that he fully agreed with Lim Kit Siang’s statement that DAP had fought for the rights of all Malaysian regardless of race or religion, and no matter it is in Semananjong or East Malaysia.

Edward said Sabah DAP also has taken special care and importance of the right and well-being of Sabah Bumiputras – Natives of Sabah. He said that he and MP Hiew King Cheu and other Sabah DAP leaders had constantly travelled and visited many districts and even to the remote villages in Sabah for the past years to understand and to highlight the various problems faced by the local bumiputras, especially the poor. He added that Lim Kit Siang has spent the last few years visiting various districts and villages in Sabah to find out and to learn more about their problems, grievances and hardships, especially the bumiputras. In fact, MP Hiew King Cheu and MP Lim Kit Siang had on many occasions raised problems face by the Bumiputras in Parliament.

Since 2008, the DAP bumiputra branches in Sabah has grown and led by capable bumiputras leaders. With the formation of these branches in the various districts in Sabah, we have helped to voice and to solve problems faced the bumiputras in the rural districts.

How can the BN always said that DAP does not help or look after the well-being of the Bumiputras? May be the BN is worried on the fast formation of DAP branches and receiving good support from the rural districts in Sabah. To date, Sabah DAP has many bumiputra branches covering many rural and sub-urban districts in Sabah.

Edward said some of the capable bumiputra leaders in Sabah DAP are people with high qualification and vast experiences, and just to mention a few like Stephen Jimbangan (engineer), Alex Wong (retired senior civil servant), Dr. Benjamin Yapp (education), Orong Sahap (Petroluem), Dr. Edwin Bosi (VET doctor), Jeffrey Kumin (Pastor), Jamil Zakaria (Agriculture), Bondly Yakim (Ex-welfare Director), Robert Penggil (agriculture), Tajuddin (agriculture), Henry Mogindol (accountant).

The Sabah DAP has grown and became a party welcome by all sectors especially in the rural area. We ask to be given a chance to serve and we will serve the people in a “clean and straight” way. We do not tolerate abuse of power and corruption because that is the root of all evil. MP Hiew always says that to achieve a good, efficient, clean and uncorrupt government in Sabah, we should not allow those people with bad records, wrong doing, proven corrupt, and greedy. They badly want to come back into power and to control the government, so that they can start again to rob and cheat the people, so beware of them and think carefully.

爱德华说，沙巴民主行动党也同样会照顾到和重视沙巴原住民的权益和福祉。 他说，亚庇国会议员邱庆洲以及其他沙行动党领袖，这么多年以来不断地探访许多地区，甚至内陆偏远的乡村，为了要了解和带出土著所面对的问题。 他补充说，林吉祥在过去几年来，经常探访沙巴各区和乡村，深入了解土著同胞的问题，委屈和艰难。 事实上邱国会议员和林吉祥已经有许多次在国会中提及有关沙州土著所面对的问题。

自2008年以来，有许多有土著领袖成立沙行动党全土著支部，并且不断的壮大。 随着更多的土著支部在沙巴各区成立，我们将能够更全面的协助内陆甘榜土著，并向当局反映他们所面对的各种问题。

国阵说民主行动党不能帮助或照顾到沙巴土著，根本是不正确。可能是国阵担心行动党土著支部的快速成长，并且获得沙巴内陆乡村人民的全力支持，让他们的地位旦旦在夕及受到影响。 到今天为止沙巴民主行动党已成立了许多土著支部，并且涵盖沙巴州许多内陆地区和半郊区。

爱德华说，沙行动党土著领袖都是具有高学历和经验丰富的人士，例如史提文京邦岸（工程师），亚力士黄（退休公务员），本杰明叶博士（教育），欧龙沙赫（油田工程师），爱德温博西医生（兽医），杰菲利古民（牧师），占米勒扎卡里亚（农业），班利亚君Bondly Yakim（前福利部副主任），罗伯邦吉Robert Penggil（农业）， 达朱丁Tajuddin（农业），亨利末京都Henry Mogindol（会计师）等等。

兰瑙培文小学多元礼堂因为建筑费严重短缺，导致建筑工程拖延。 亚庇国会议员邱庆洲在上星期前往拜访兰瑙时，该处的居民向他作出有关的简报。兰瑙的人向邱国会议员表达他们的问题并要求他协助，希望能够将该紧迫的问题带出。他们表示说学校曾经面对白蚁的问题，并于2007年被迫拆除约50％的旧教室。 后来他们不得不把现有的学校礼堂改成教室，以应付需求。

The multi purpose hall of SJK (c) Pai Wen building fund is in serious shortage, and the work has delayed considerably. This was disclosed to the Kota Kinabalu Member of Parliament Hiew King Cheu during his recent visit to the Ranau town near Mount Kinabalu.

The concern people in Ranau expressed their views to the KK MP and requesting his help in highlighting the pressing issue here. They said the school was facing termite attach and forced to demolished up to 50% of its old class rooms in the year 2007. Later on, they had to convert the existing school hall into classrooms to meet the requirement.

To improve the school facilities, the school management board had decided to build a new RM1 million multi-purpose hall to accommodate the various activities. A find raising dinner on the 21^st of November 2010 was organized and managed to raise RM200,000 after deducting costs. The Sabah Chief Minister Datuk Musa Aman, Minister Datuk Masidi Manjun along with other dignities were present, and the CM Musa announced on the spot that the Sabah State government will allocate a sum based on “one to one”, and that is RM200,000 for the school to make up the building fund to RM400,000.

On this special fund raising function, this allocation came as good news to the Ranau community and the school. Unfortunately, the RM200,000 as announced and promised was never fulfilled and delivered by Datuk Musa Aman. It is now 14 months lapsed, and the construction work schedule had been seriously delayed, and the work could have been completed.

There was a federal government grant of RM200,000 made to the school in 2009, and this amount was received and used in the school hall construction. Up to date, the school has finished the money available and coming short of fund about RM600,000.

This case had reflected that the CM Musa and the BN is not helping but giving out a lot of “Sweets” and “empty promises”. He said the Pakatan Rakyat is only good in telling lies and empty promises, and now we have solid proof on who actually did that. We challenge Musa to immediately handover the money to the school without further delay. Just to remind him that he mentioned before that Sabah is having the best financial standing, but why the school money after 14 months was not delivered? Or rather that his announcement made was just to please the people of Ranau.

Chong of Ranau told MP Hiew by saying that, “Yes, now we see and know about the truth, and we know what to do during the general election”!

兰瑙培文小学SJK(c) Pai Wen Ranau缺乏礼堂建筑费

学校董事会为了改善学校设备和设施，决定兴建一座能够提供各种活动的多元大礼堂，该礼堂的建筑费为马币100万。 学校董事会于2010年11月21日举办了筹款晚宴，扣除成本后他们筹得约20万令吉。 沙巴州首席部长拿督慕沙阿曼，部长拿督马西迪曼俊以及其他高官显要也有出席该晚宴，沙首长慕沙还当场宣布说，沙巴州政府将以“一对一”的方式拨款协助该校。 那就是州政府将根据当晚所筹得的马币20万，以拨出相同的数额给学校。 该拨款让建礼堂的资金增加至40万令吉。

慕沙在该筹款晚宴的宣布，无疑对兰瑙社群和该学校是个好消息。 不幸的是沙首长所答应要拨给学校的20万令吉款项， 迄今仍然没有石沉大海，毫无消息。 14个月已过去，因缺乏资金，该建设工程已严重受到拖延一直无法竣工。

虽然联邦政府有在2009年拨出20万令吉的款项给该学校，而校方也作为礼堂兴建费用。迄今钱已经用完，该校仍然缺乏60万令吉的礼堂建筑费。

这种情况反映出国阵沙首长慕沙并没有帮助和关注人民的需要，他们只会给很多“糖果”和“空头支票”。 慕沙说民联只讲假话和开空头支票，现在我们有确凿的证据来证明到底是谁在‘讲大话’。 我们敦促慕沙把所承诺的款项立即拨给该学校，不要再拖延，推三推四了。 此外也要提醒他，他之前曾经说沙巴的财务状况很好，为何已经过了14个月还没法拨款给该校呢？ 或者应该更正确地说，他所宣布的只是为了取悦兰瑙人民而已。

兰瑙的张氏告诉邱国会议员说，“现在我们已很清楚地看到和了解其真相，我们知道在即将来临的大选该投票给谁了”！

当时该女士虽然面对医务人员疏忽的注射，但是院方仍然还为她进行最后一次的化疗注射。 但是随之而来则是将近2个月的疼痛和不适，她的右手臂严重受损并肿了起来，出现坏疽问题，不得不清理和割除烂肉。 此外她也无法移动她的右手臂和手指。

On the 2nd February 2012, the Sabah DAP Medical Advisory Bureau Chief Dr. Felix Chong Kat Fah received a complaint from a patient, and visited Mdm “T” who is 60 year old and was warded in QEH2 before the CNY.

This pleasant but unfortunate lady was previously diagnosed with BREAST CANCER, and underwent a Left sided MASTECTOMY (Operation to remove cancer tissue affecting the breast and surrounding areas).

She was put on a regime consisting of six cycles of CHEMOTHERAPY. Each Chemo cycle involves the Intravenous injection of Chemotherapeutic drugs. These Chemotherapeutic drugs have a lot of side- effects which includes Nausea, vomiting, hair loss, fatigue, infection and bleeding (just to name a few).

Chemotherapy drugs work by damaging the dividing cancer cells and preventing further reproduction. These drugs are toxic and can also damage normal cells as well and so have to be administered safely and with care.

Dr. Felix Chong was informed that on the 28th December 2011, Mdm T went to QEH2 for her final (the sixth chemotherapy cycle). As usual, an Intravenous needle and IV drip set was set up on her right arm to deliver the Chemotherapeutic drug, but this time her tissues started to swell up and her skin started to burn, became blacken and was associated with much pain. The chemo drug had extravasation (leaked out) from the vein due to the IV needle wrongly placed and puncturing the already fragile vein.

The IV Chemo drug was stopped but the damage had been done by the toxic chemo agent. Mdm T was not happy as she noted that the paramedical staff attending on her was chit-chatting, laughing and watching TV, instead of concentrating on what he was doing. Also the ward was full of other people although it was not visiting hours.

As a note, the sixth and final Chemo cycle had to be continued despite what had happened.

What followed was almost two months of extra pain and suffering where her right arm tissue was burnt, swollen up, developed gangrene and had to be derided (cleaned). It was also very painful to move her right arm and fingers.

On 18th January 2012, Skin Grafting operation was done on her arm where skin from her legs were removed and used to cover her right arm. All this could have been prevented with a bit of extra care.

Dr. Felix Chong hopes the hospital can take this case / incident seriously and carry out an independent investigation or audit. This is to prevent future medical mistakes or negligence like this from occurring again. There needs to be a tightening up of their “SOP” (Standard Operating Procedure) and proper training of staff involved in administering of Chemotherapy.

Being one of the many cases of medical mistakes reported to us, it could be only the tip of the iceberg.

How many more unreported medical negligence, medical mistakes or even ” Near Misses” are there that is causing preventable, un-necessary pain, suffering, morbidity and (God Forbid) Fatality?

“According to the Institute of Medicine, preventable medical errors kill as many as 98,000 Americans every year, and injure countless more. If the Centers for Disease Control (CDC) were to include preventable medical errors as a category, it would be the sixth leading cause of death in America.” - Medical Negligence: The Role of America’s Civil Justice System in Protecting Patients’ Rights, American Association for Justice, February 2011.

Dr. Felix calls upon those to come forward without fear to make known their cases in order for the Ministry of Health to pay particular attention and make precautious measures to avoid such incident happening again. It is for the good of other people in the future.

亚庇医院疏忽再次发生

沙巴民主行动党医疗咨询局主任张国华医生于2月2日接到一位六十岁的女病人的投诉后，就前往医院探访她。

这不幸的女士之前被诊断出患有乳腺癌，并接受了左侧乳房切除术手术以取出癌组织。

接着她必须接受医院安排的6次化疗。 每次的化疗涉及静脉注射化疗药品，这些化疗药物有很多副作用，其中包括恶心，呕吐，脱发，疲倦，容易感染和出血。

该化疗药物主要是破坏癌细胞以防止进一步的增长。这些药物有很高的杀伤力，也会损害正常的身体细胞，因此当进行注射时必须要小心和谨慎。

张医生被告知，该女士去年12月28日在第二中央医院进行最后一次的化疗。像往常一样院方在她的右手臂进行静脉注射和吊点滴进药。 之后她的手臂开始肿胀起来，皮肤开始发热及变黑，导致她非常疼痛。那是由于静脉注射针筒穿刺不正确，导致化疗药物渗出已非常脆弱的静脉之外。

虽然立即停止注射静脉化疗药品，但化疗剂的毒性已经产生损害。 该女士对此感到不满，她说该医务人员在进行注射时，正在聊天和看电视，并没有集中在他的工作上。 此外当时不是探病时间，但是病房里却挤满了许多人其他人。

2012年1月18日，她的手臂进行了植皮手术，从她的双腿皮肤移植到手臂上。当时如果医务人员有给与额外的小心和注意，这一切本来是可以避免的。

张国华医生敦促医院方面必须采取行动彻查该项严重失责疏忽的问题。这是为了防止悲剧再次的发生，纠正医疗方面错误或疏忽的问题。 医院有需要加强服务的准则，尤其是必须改善和提升医务人员在进行化疗工作的效率和水准。

我们虽然接到许多医疗疏忽事件的报告，但也许只是冰山一角。实际上可能还有更多的医疗过失没有被揭发，例如医疗失误，甚至“有惊无险”而及时获得治疗纠正，还有病人面对不必要的疼痛，病发症或病死率等。

“根据医学研究所的报告，每年在美国医疗的疏忽，导致高达98,000人丧命，而造成其他伤害更加无数。 根据疾病控制中心（CDC）包括预防医疗疏忽的报告，美国因医疗疏忽而死亡的例子排行世界第六。 美国法官协会于去年二月实施民事司法系统以保护病人的权利。

张国华医生呼吁所有的人，尤其是受害者站出来，向联邦卫生部要求必须特别注意和防范该项问题，以避免此类事件再次发生。这是为了保障人民宝贵的生命。

RANAU WEAK BROADBAND AND MOBILE PHONE SIGNALS 兰瑙宽频和手机信号很弱

虽然是居住在神山脚下，离开大城市不远，但是并不意味着他们应被忽视，或不给予关注的服务。　沙巴州资源发展与信息工艺部长拿督于墨斋为何没关注到许多内陆区宽频及电讯的需要，尤其是居住在著名神山附近的人？

The people of Ranau told KK MP Hiew King Cheu during his visit to Ranau, that they have been complaining for many years that the broadband and mobile phone signals are very weak. Their complaints have been going to deaf ears and the government has not done enough to improve the service. If broadband signal in general for Sabah is weak, the signal for the Ranau area would be almost snail pace and weaker. While KK MP Hiew and Stephen travelling along the route from Ranau to Kota Kinabalu, they experienced their mobile phone conversations cut-off many times. That is a big waste of mobile phone credits as the calls keep dropping off. The many residents of the Ranau told Hiew that this is a very common thing, and they have suffered enough. Sometimes having a computer or a hand phone is useless, because there is no service at all.

Although some people stay far away from the state capital at the foot of Mount Kinabalu, does it mean that they deserve being neglected and given the least care and service? What is the Sabah Minister of Resource Development and Information Technology, YB Yee Moh Chai doing all these while for Sabah and especially for people who live near the famous Mount Kinabalu?

It is now time for us to get better broadband and mobile phone signals and services the same as what is available in Peninsular Malaysia. Stephen said he remember two years ago, traveling along the hilly areas of North Highway route from Kuala Lumpur to Penang (after the tunnel in Perak), he had no problem making or receiving calls to and from my friends all over Malaysia. Can we, in Sabah, have the same standard of signal and service? Let the Sabahan “enjoy a bit better service”.

兰瑙宽频和手机信号很弱

兰瑙的人们向亚庇国会议员邱庆洲投诉，有关他们多年以来一直在抱怨兰瑙的宽频和手机信号非常低弱。 他们的投诉一直没有获得政府关注，政府也没有为该处人民提升这不完善的电讯服务。　如果宽频信号在沙巴其他地区会低弱，那么在兰瑙的宽频信号将是如蜗牛般非常慢又弱。当邱国会议员和史提文亚曼从兰瑙回亚庇途中，发现他们的手机在通话时被中断多次，因为没有信号，这样是非常浪费手机的通话额。　许多兰瑙的人告诉邱氏说，在该处通话被中断是很平常的事，他们已经受够了。　他们说就算有一台电脑或手机也没作用，因为该处的宽频服务非常差，甚至有时根本无法接收信号。

现在是时候政府应该要提供人民更完善的宽频和电讯，就好像西马一样提供人民相同的服务。 史提文亚曼记得在两年前，他沿着西马南北大道从吉隆坡行驶到槟城，还经过霹雳州的隧道和山丘，但是随时可以拨电或接收他朋友的来电。　试问沙巴州可否能够拥有与西马同样的宽频信号和电讯标准呢？　沙巴人应该获得“更好的服务”。

面对在野党质疑能力却无动于衷，沙巴团结党籍“辞职市议员”罗群添半年前高调辞职后，昨日又高调回锅宣誓延长其半年市议员任期

（本报四日讯）面对在野党质疑能力却无动于衷，沙巴团结党籍“辞职市议员”罗群添半年前高调辞职后，昨日又高调回锅宣誓延长其半年市议员任期，成为众矢之的，沙巴国阵州政府及团结党诸公因此严重蒙羞！

斗湖斯里丹绒州议员黄仕平特助陈利发今日发布文告，再度要求州地政部、斗湖市议会、沙巴团结党主席百林及该党斗湖区部主席洪连辉等人解释，同时也促请罗群添本人应该要知道廉耻，勿向斗湖人民示范“言而无信”劣举。

据报导，斗湖市议员廿五个议员名额中，其中一个属于非政府组织，另外沙巴团结党四个、自由民主党三个、民政党两个、马华两个、民统一个及巫统十二个。他们获得延长半年（至二零一二年六月卅日），任期是由今年一月三日开始。

当中有十一名是华裔市议员，包括非政府机构的杨志辉。民政党的刘剑明和林汉华。马华的曾钰仁和曾玉平。自民党的叶庆文、罗观胜及曾庆玻。还有团结党的汤运华、林明兴以及“罗群添”。

陈利发表示，罗群添即便受到在野党的口诛笔伐，仍在昨日（周五）下午准时出席延长任期的市议员就职仪式，顿时成为现场的“焦点人物”，不过罗氏并未针对本身的问题作出解释，较后也与其他市议员一同宣誓，这简直当人民是傻瓜。

罗群添也是团结党斗湖区部署理主席，在担任斗湖市议员期间，遭到行动党严重质疑其能力孱弱，马来文语言能力不灵光，政治与民主基本知识贫瘠，且在市议会召开期间发言甚少，静若寒蝉无法为民发声，更甭谈任何个人政治。

引爆罗群添高调辞职事件，是斗湖市区非法建筑物篱笆倒塌问题，罗氏将问题归咎予在野党，黑白不分，颠倒是非，引发行动党连番的笔战讨伐，致使罗氏最终於去年六月愤然高调辞职，他也要求行动党斯区州议员黄仕平一同辞职，唯不受理会。

陈利发说，罗群添高调回锅延任市议员，凸显沙巴团结党人才凋零，更显出团结党没有优质政治领袖可受委的哀歌，不单是不良示范，更难以挽回选民对国阵的信心，下届大选势必改朝换代，民联上台执政肯定将比国阵做得更好！

（本报四日讯）民主行动党斗湖斯里丹绒州议员黄仕平表示，斗湖市议会及获得延任半年的众国阵市议员，应该优先处理解决斗湖市区泊车位严重不足的问题。

黄仕平强调，市议会及廿五位延任市议员，要争取在市区兴建多层楼停车场计划，这是州政府曾答应过人民的发展计划，但后来却又推诿指拨款不足，而没有下文；而市议会主席依斯迈，也没有在其施政演辞中，发表要如何解决斗湖市区停车位不足及合适兴建多层楼停车场的问题。

黄仕平是今日发布党文告，对斗湖市议会主席依斯迈昨日在斗湖市议员延任半年的宣誓就职仪式里，所发表的施政演辞，作出上述评论。他说，如果把市议会每年浪费的纳税钱累积起来，其损失总额早已可为斗湖市区兴建多座停车场。

黄州议员表示，斗湖市议会应该善用人民纳税钱，来改善民生及基本建设，如今斗湖市议会有七百多名冗员（不包括私人承包商），他们无法为斗湖人民带来裨益。

据悉，因应发展需要，斗湖市议会预算案从二零零八年的两千多万令吉，增加至二零一二年的四千多万。而近四年来的收支顺差，累积收入为三千七百六十八万，累积支出为三千三百五十八万。由于预算费用逐年有增无减的斗湖市议会，也宣布将进行投资农产业项目。

然而，黄仕平提出警告，指市议会是一个服务人民的政府机构，并非官联公司或盈利机构。市议会必须了解本身在法律上的权限，如果涉足投资将是一件犯法的事情，难道斗湖市议会仍未从莎宾都五幅休闲地官司中吸取得教训？

另外，他也欢迎市议会主席依斯迈表示今后施政方针，将重视人民居住环境，包括环境美化与基本设施正常运作。

然而，斗湖市议会受促不应该每一年皆把美化环境一词挂在嘴边，却无法做出应有政绩证明给人民看，因斗湖区的环境美化工程，仍无法比得上亚庇及山打根。

黄仕平说，市议会所谓的美化环境不应只专注在种植花草树木，更应加强清道夫整洁市容及街道、修补千苍百孔马路、疏通化粪池、填补失窃沟渠盖等工作。

与此同时，更应着重每个住宅区的休闲公园，让清洁舒适的环境成为居民运动和加强人际关系的好去处，因为目前斗湖市议会每个月花十余万投入环境美化项目，人民却看不到成绩。

黄仕平也对斗湖市议会浪费公帑表示无法让人接受。他说市议会几年前在柯哈拉十字路口张灯结彩，浪费数百万令吉，但做出来的成绩不到数十万令吉。目前又有传闻指斗湖市议会将投入百万令吉在阿拔士路张灯结彩，他促请当局勿重复有关错误，也呼吁沙巴民众醒觉：若继续支持国阵，这将是一场大灾难！

他抨击说，国阵和斗湖市区会在两周前在市议会大厦前举行了一场新春嘉年华会，给斗湖民众带来了几天的快乐时光，然而嘉年华会完毕后，舞台至今仍未拆除，霸占着现场数十个停车位，并给驾驶公众带来极度不便，他表示国阵给人民带来几天快乐，却要人民承受接下来几个星期的痛苦。

黄仕平说，上述事件并非是首次发生，市议会一而再，再而三不愿改正，选民唯有在下届大选用选票来改正他们。

黄州议员也促请斗湖市议会向移民厅学习，要缩短服务时间、杜绝台底钱文化、提高其服务人民的效率，尤其是征收门牌税、申请及更新商业执照等事务。他说，三十年前申请办理国际护照为一年时间，后来缩短至六个月、三个月、三天，到目前三个小时便可领取，这就是效率。

The issue of BR1M is a diabolical issue for the BN government. Bantu Rakyat 1 Malaysia (BR1M) or Bodohkan Rakyat 1 Malaysia - BR1M is “menyusahkan rakyat not membantu”.

On the afternoon of 30 January, 2012, I was queuing with a crowd of about 100 people at the Lembaga Hasil Dalam Negeri hall at Karamunsing KK and all the people were complaining why the government has to do this… make people suffer for pittance. There were many more people outside the door waiting to get in. Some even had to go back home and come back the next day. There were just too many people with a small hope. It is a real shame to see our people including senior citizens having to queue as if to beg for the promise of RM500. Many more people have to take leave from work for such a meager sum of money. The BN government is making the ordinary people look like fools and beggars. These are mainly “bumiputras” with a family income of less than RM3,000 per month – classified by the Malaysian government as poor. Most of the city people do not qualify.

For many old folks, for the first time, they have to travel many miles to claim what belongs to them which is, in fact, a very small sum of money compared to what they have earned in their lifetime. They commented that that they could have easily asked they children to give them if they needed RM500 because their children are now educated and have jobs of some sorts such as doctors or engineers.

The officers, who directed the crowd lining up, even said loudly that we all have to indicate where we vote (N some number?). What? Everyone asked if BR1M is a political thing. Then we should not be queuing at the Lembaga Hasil. Everyone asked why not let the BN Wakil Rakyat do the distribution of BR1M.

My turn came and when I was seated at one of the Lembaga Hasil counters, I heard an officer on my right telling an applicant to collect her voucher at a certain place in Papar. The officer at the left counter told the man to collect his at Tawau. Does it mean that one has to travel all the way from Kota Kinabalu to Papar or Tawau just to collect RM500? It seems like one has to collect the BR1M voucher from the address of the Mykad not where one lives. What if my address in the Mykad is in Kuala Lumpur? Does it mean that I have to collect my voucher in KL? So, it is redundant to fill up the present address part of the form.

Upon checking my application I was told that my application was rejected due to incomplete information pertaining to my dependents. I was given an appeal form whereby I have to provide photocopies of my wife’s passport, my children’s birth certificates, and my Mykad (again). As I did not have the documents in hand, I was told to come back the next day.

At 10.00am on 31 January, 2012, I came back with the appeal form and the requested documents and I had to queue up again with hundreds of people. When my turn came after a long wait, I submitted my appeal form as required. I was told to call the Lembaga Hasil after 10 February to check if my application is successful. So, I had to go back home empty handed after all the hassles without knowing if my application is successful. The person next to me was told that even though his application is successful, he has to collect his BR1M voucher from Tenom because his Mykad address and voting station is in Tenom. So, this confirmed that the BR1M is only for voters for the Pilihanraya Raya Umum 13 (PRU13) and not for “bantuan rakyat” or to help the citizen. Everyone has been told to collect the BR1M voucher from their polling station area.

Many more were rejected because they no longer have dependent or children that depend on them as if their wife is not a dependent! To rub salt into the wound, they were told to line up among hundreds of people, fill up forms, travel many miles and waste a lot of time only to be told that they do not qualify to receive BR1M for some reasons only known to Datuk Seri Najib!!!

These are very ordinary people with very simple mind and for many – they don’t even know how to write or fill forms let alone understand what is going on. The government of BN has promised on TV and Radio that they will, for the first time in their lifetime or 55 years of BN government, provide “Bantuan” by way of BR1M. For some folks, they have only heard it from their friends. This so called help seems to be another empty promise or another political ploy only for the BN people. But this promise is a promise made by the Number 1 person in the nation. It is no other than the PM, Datuk Seri Najib. Nobody asks or begs him for any promise – he gave a promise on his own accord. If this just an election plan or ploy, it might backfire.

If it was a thing like a lot of money such as the Petronas oil and gas project or revenue, the NFC project, timber money, bridges or roads construction project, the oil palm revenue and so on, nobody cares because, for the ordinary citizen, they can never qualify, quantify or visualize it. BUT RM500 is something that they could easily understand because they would have earned it in their lifetime. And to hurt the feelings of ordinary people especially “bumiputras” with such a small sum of money is to hurt their intelligence and pride!!!

For many people in the crowd of anxious applicants, they were discussing how unfair the BN government is in doing this to them. Many people softly whispered that they will know what to do in the PRU13 when deciding their next political representative. It is for the “rakyat” to answer when the time comes because everyone just said they are ready to vote.

All we got to do is to go around and sympathize with the people. It is for the people to exercise their right to select or change what had been wrong for a long time. This has been happening all over the world. It is now time to happen in Malaysia.

For the land below the wind, Sabah, it will be the “wind” of change! Change, we MUST.

该处的人们曾多次向有关当局抱怨和投诉，但是县议会迄今都没有采取行动处理和解决。 邱国会议员在现场立即拨电联络古打毛律县官，该县官告诉他说他们会在开会时讨论该项问题。 实际上巴刹鸟屎的问题没有尽早获得处理不是合理的，不应该要等到邱国会议员联络才开会讨论该紧迫需要解决的问题。 该处的县官显然没有关注到中央巴刹的问题，国阵代议士更不用说了。 人们说，他们几乎没有看到有该处的国阵代议士前往探访巴刹。

Pakatan Rakyat visiting team led by the Sabah DAP KK MP Hiew King Cheu, the PAS Sabah State commissioner Mohamad Animuddin Aling together with Ag Laiman Bin Tkin, Stephen Yarman, and other members visited the KB Central Market during their rounds in the Kota Belud town area today.

They were surprised by the thousands of swallows nesting in the ceiling of the market, and spreading droplets (bird shit) all over the hawker stalls and fish monger stalls.

The people here had suffered long enough and the condition became unbearable both to the hawkers, fish mongers, and their customers. The swallow droplet is very disturbing and annoying to the people here when ever they are “hit” by the “bomb” from above. This is especially so when their goods are being splashed with bird shit. They worry is these bird droplets carry diseases and virus. The fish and meat could be contaminated.

The people here have to use cardboard, plywood, umbrella and plastic sheet to cover the stalls, on the vegetables, meat, fishes and to protect themselves. There are thick bird shit seen everyway and some of the stalls were badly splashed with the dirty bird shit which can not be use anymore.

The people had complained many times but there is no action taken by the town council. The KK MP Hiew immediately called the District Officer of Kota Belud over the phone, and he was told that the DO would bring this matter up during the meeting. It is not reasonable that this matter was not dealt with much earlier on, but why wait until the KK MP Hiew called, then the town council will discuss about this pressing issue. The DO obviously did not see what is happening in the market here and let alone the YBs of the BN. The people said they hardly see their YBs come to the market.

There are many other items in the market needed to be made good specially the hawkers stalls, and in the fish market, the floor, the benches, the leaking water tank and lack of water pipe in the centre tables. There is some missing drain gratings outside the markets with big holes wide opened. All the walls are splashed with plenty of bird shit and this looks really ugly and filthy. The hawkers lost much business and income due to the dirty stage of the market, and many people had refused to come here to buy their food starves.

MP Hiew wants the KB town council to immediately come to clean up the market of all the bird shit and get rid of the swallow. There is a lot of cleaning job to do and he expects the town council can mobilize to give the market a scrub down. He promised the hawkers that he will come back to check in two weeks time.

古打毛律中央巴刹很糟糕

沙巴民主行动党亚庇国会议员邱庆洲今天率领民联领袖向古打毛律市民拜年，陪同的有沙巴回教党州主席哈芝莫哈末阿米努丁(Hj Mohd Aminuddin Aling)和哈芝莱曼(Hj Ag Laiman Bin Hj Ikin)，和沙行动党党员史提文亚门及其他党员。 他们也前往古打毛律中央巴刹进行探访活动。

他们惊讶的看到上百只的燕子在中央巴刹的天花板筑巢，并且发现小贩摊档和鱼摊位到处都布满了鸟屎。

该处的人民面对该糟糕的问题已经有很长的一段时间，该处的小贩，鱼贩以及客户都已经不堪忍受。 燕子粪便非常肮脏，该巴刹做生意的小贩和进去购物的顾客经常会被上面掉下的“炸弹(粪便)”击中，尤其是小贩们的货物经常被鸟屎泼中。 他们担心这些鸟类的粪便会传播疾病和病毒。 可能会污染该处售卖的鱼和肉。

古打毛律中央巴刹的小贩们只好用纸皮，三夹板，雨伞和塑料布覆盖着摊位，以避免蔬菜，肉类，鱼类和自己被鸟屎泼中。 该巴刹到处都可以看到厚厚的鸟屎，甚至于有一些摊位都覆盖着肮脏的鸟屎，根本是不能使用。

该中央巴刹还有许多其他问题需要纠正和改善，例如小贩摊档，鱼市场，地板，长椅，漏水的水箱和缺乏衔接的水管，此外巴刹外面有多处破烂或遗失的水沟盖也没有去处理。巴刹所有的墙壁都沾满了鸟屎，看起来非常丑陋和肮脏。 该处的小贩们因为巴刹鸟屎的问题而失去许多生意，因为人们都拒绝到该处购买东西。

邱氏督促古打毛律县议会立即派人前往清理巴刹所有的鸟屎，并且赶走该些燕子。 该巴刹有很多清理的工作要做，他希望县议会安排工人立即进行刷洗。 邱氏向该处的小贩们承诺说，他两个星期后一定会前来检查。

Beaufort New Bridge hazardous 保佛新桥不妥当

最近保佛新桥已经非正式的开放启用，可是却有许多使用者的投诉和批评有关该座新桥的设计和问题。

沙巴民主行动党保佛支部副主席王文和接到人们的投诉有关该新桥的各种问题。 其中最让人民议论纷纷的是前往亚庇高速公路的交通圈处。 由于该交通圈的位置并不恰当，而使到司机对行驶方向模糊不清，导致交通堵塞。 该交通圈也没有足够的交通标志显示方向以警示司机。

The Beaufort new bridge has been opened unofficial for traffic flow recently, but immediately received many complaints and comment from the road users over its design and layout among others problems.

The Sabah DAP Beaufort branch deputy chairman Ong Boon Hong received the complaints from the people who said that the new bridge has a lot of problems. The major one being the round-about that is joining to the main Beaufort/Kota Kinabalu highway. The position of the round about is not quite right and that leads to the confusion of the drivers and traffic jam. There is not enough traffic signage to show the direction and to warn the drivers.

On the bridge, there is no pedestrian or bicycle lane. This is endangering the life of the people who walk across the bridge on foot or riding bicycle to get across. The bridge is very narrow and it is particularly dangerous when there are two big trailers with heavy loads getting across the bridge at the same time. The people asked why the bridge was not constructed just a bit wider or by another 3 meters. They said after spending so much money, we only got a bridge that has plenty of inbuilt potential danger.

There are other defects and these have to be put right. Ong said the JKR should spend time to rectify the various defects before the bridge is finally opened official for traffic. We cannot risk the life of the road users.

保佛新桥不妥当

最近保佛新桥已经非正式的开放启用，可是却有许多使用者的投诉和批评有关该座新桥的设计和问题。

此外在该座新桥上并没有安置行人走道或脚踏车道。 这将会危及步行过桥或骑脚踏车过桥的人们。 该座桥非常狭窄，如果有两辆大型货车同时过桥时，将会造成车身碰撞的危险。 该处的人问为何政府不把桥兴建宽多三米，让桥上的车道比较宽敞。 他们还说，政府花了这么多钱兴建一座新桥，但是却有很多潜在的危险，会危及人民宝贵的生命。

该桥还有其他的缺陷，而这些都必须要纠正和改善。王文和说，公务局应该在还没有正式启用该座新桥之前，必须去纠正新桥的各种问题。 我们不能让司机冒着生命危险在该座新桥上行驶。政府有责任保护人民的安全。

The SAS has not declared or paid out any dividend for the year 2011. Many unit holders have approached and requested the KK MP Hiew King Cheu to express and highlight their concern and regrets over the state owned unit trust fund which was originally set up to help the poor people in Sabah. The unit price of SAS had dropped from its high value of RM1.26 at one time to now merely RM0.31 per unit. Many people who had listened and followed the Sabah government’s advice in investing their live-long saving, pension, took loan from banks and from loan shark, borrowed from family members with a hope to invest into the unit trust and to make some money. This did not work out, and many people ended up in deep financial hardship and their investment was spoiled. As the PBS had coded that the unit value can’t even buy a “pisang-goreng”!

沙巴信托基金还没有宣布或支付任何2011年的股息。因此有许多单位持有者联络了亚庇国会议员邱庆洲，并要求他协助向有关当局强调该问题。州政府最初设立沙巴信托基金的目的，主要是帮助沙巴州的穷人。 沙信托基金曾经有RM1.26高价值的单位价格，现在已滑落仅仅只有每单位RM0.31。许多人因曾听信州政府的呼吁并接受其建议，把他们的储蓄和养老金，或向银行和高利贷款，甚至向家人借钱投资沙信托基金单位，希望能够赚取一些钱。但是实际上却相反，导致许多人深陷入财务困境，投资失败。 沙巴团结党曾经指出，该些单位的价值甚至不能够购买‘炸蕉饼’！ 也有政党提出要求政府的‘白皮书’来挖掘出当年沙信托基金股价大跌的原因。

虽然政府曾被呼吁要求援助沙信托基金，但他们却没有采取任何实际行动，而目前的市场价值是每个单位RM0.31或可能更少。许多人迄今还在付还他们的贷款，有的则面对养老金被扣除，甚至有许多人已经被宣布破产。 直到今天18年后，许多人还陷在沙信托基金的困扰而无法解脱。沙巴州政府也没有遵守其承诺，让沙信托基金单位价值提升回到RM1.00。

事实上，许多拥有沙信托基金的投资者，有一般的误解以及错误的观点，他们直到今天还认为政府向他们所承诺的单位价值将不低于每单位RM1.00的。政府所保证购回每单位值RM1.00的说法，已导致投资者深深的误会。政府之前也指示银行要快速批准给凡是想贷款购买沙信托基金的申请。因此直到今天有许多人都被银行追债，要求付还所贷借的钱。

邱国会议员接到市民交来的沙信托基金当时在报章所刊登全版广告，连同宣传单。他注意到在传单上以小字体，写着沙信托基金将会保证回收信托股根据当时的市价。单位持有者是不清楚该事实，所以他们觉得已受到政府的甜言蜜语所骗。他们告诉邱氏说，他们都被股值不会低于RM1.00的说法蒙骗了。

政府去年为沙信托基金注入两亿令吉，希望借此可以提升其股值，并吸引更多新的投资者购买单位，但是每单位的价值只增加了RM0.10而已。 沙信托基金的前景并不乐观，政府的帮助也没有发挥其作用。 邱氏有兴趣知道有关州政府注入的两亿令吉到底有没有售出或吸引了新投资者，还是州政府仍然持有该些新信托单位。

邱氏敦促沙信托基金应该尽快发出去年的股息给股员，否则大家都会认为该信托基金根本不赚钱，反而是处在亏损的状况，令人大失所望。

After all the calls for the government to help SAS, but their action did not materialized, and the present market value stays as low as RM0.31 per unit or could be less. Many people are still paying their loans, facing pensions being cut, and many had been entered into bankruptcies. The sad story continues and until today after 18 years, many people still stuck in deep jeopardy caused by the Sabah SAS. The agony goes on, and there is nothing the Sabah State government has done in terms of jacking the value of the unit back to its previous promised value of RM1.00 per unit.

In fact, many people who had invested into the SAS unit trust, had the general misinterpretation and taken the wrong impression that the government promised them that the value will not fall below RM1.00 per unit until today. They have also misunderstood the “guarantee buy back at RM1.00 per unit” if any one chose to dispose their share. They were happy because the government had given advice to bank to approve and release easy loans fast to the people who want to use the loans to purchase the SAS units. This had resulted many people are chased by the bank for the loan money until today.

KK MP Hiew was given copies of the full page advertisement published in the local news by the SAS during the launching, and together with the promotion leaflets. He noticed that in very small prints, the SAS will buy back the units only at the current market value. This is something that many unit holders did not know and accept until today. They said they were conned into believing that the value will not fall below RM1.00 per unit.

The government had injected RM200 million into SAS creating new units hoping that this injection of fund can bring about some rise in its value and to attract more new investors, but from the unit value increase by only RM0,10 per unit. Their action is not promising and has functioned as it should be. It will be interesting to know how much of the additional millions of units created by the state government will be taken up by investors, or rather it is the state government is still holding on to the new units.

Hiew urges the SAS should come up with the dividend as soon as possible, or else the fund could be seen as not making money but losing.

反对党强区乃国阵发展金区陈泓缣促选民大力支持民联

（本报二日讯）民主行动党沙巴宣传秘书陈泓缣欢迎州政府昨日宣布新安路双程大道即将於明年动工的消息，此宣布让国阵领袖们陷入尴尬，加上巨型工程落在斗湖斯里丹绒火箭堡垒区里，恰恰印证“反对党强区就是国阵发展金区”之事实，斯区也将成为其他国阵强区选民学习之对象！

陈泓缣是针对团结党斗湖斯区发展领袖洪连辉言论，今日发表文告说，洪氏的自相矛盾言论，恰恰是唱出国阵无能的哀歌。

陈泓缣话锋一转说，由于全国大选的脚步声渐近，国阵大派选举糖果，各类发展工程及派钱计划倾巢而出，像最近派发“一马五百令吉援助金”更是个失败案例，最终劳民伤财，有者苦等多时无法领取，为何不直接把五百令吉汇入受益者银行户口或把礼券寄到他们住址，却要民众排长龙领取，这无疑是国阵领袖廉价宣传方式。

国阵领袖屡屡指人民投选反对党，使得有关地区没国阵代议士而无法争取发展，等同於人民自找苦吃。

然而事实恰恰相反，因为国阵若要从反对党手中夺回有关议席，必定费尽心思，投入更多拨款资源来发展该区，博取选民回心转意，但此举又将会忽略掉其他国阵传统堡垒，之因为如此，今日的国阵强区如摩罗带、丹绒巴都、西巴迪岛、巴隆、阿拔士，甚至是仙本那及拿笃，各种基本建设都要比斗湖斯区还落后！

他也继称，沙巴团结党主席百林出任本州基本设施部长至今多年，直到昨日才风尘仆仆莅临斗湖宣布上述计划，再度印证国阵领袖“平时不烧香”的态度，然而遗憾的是，有关宣布却没有指明施工日及竣工日，无不让人质疑，新安路双程大道工程是否会踏上张天文路双程大道工程般，一等就要二十年？

据悉，百林多年前曾莅临过斗湖，同样是在斗湖团结党领袖如洪连辉等人的陪同下视察过新安路，当时也曾宣称该公路的升级工程即将施工，不过事隔今时，加上大选前向选民邀功，百林和洪连辉再次祭出该项发展计划。

陈泓缣揶揄说，尽管如此，行动党欢迎百林的适时宣布，不需人民争取自然就有，并且也不会因为议席沦为反对党则取消，然而行动党希望新安路双程大道工程尽早施工落实，勿像团结党数年前浩浩荡荡举行的“百万人民签名运动争取防洪工程”般，雷声大雨点小，最终不了了之，沦为笑柄！

另一方面，陈泓缣也欢迎州政府昨日宣布斗湖兴建长达二十公里的环回公路计划，届时将造惠北路、巴西布迪至阿拔士路八哩附近一带的居民，减缓交通堵塞，据悉有关计划拨款已到位随时可施工，因此州基设部长百林及其助理部长彭育明受促以透明化的态度作业，务使此项造惠民众的大计划早日落实！

A 50 year old man who suffered from Falx Meningioma (brain tumour) has been operated three times, and has been dependent on Ryle's tube feeding since last year. The Ryle's tube has to be changed every two weeks.

He went to Polyclinic Luyang on 28th January to change his Ryle's tube, which was done by a Male paramedical staff. Although the patient was still having coughing, his wife was told everything was okay, and allowed him to go home. At home, the wife fed him liquid (milk) through his Ryle's tube and noted that he was turning blue, and having difficulties in his breathing.

一名50岁的男子患有脑肿瘤，并已经过三次开刀手术。 而自去年起必须一直都依赖的透过喉管喂药和进食，而该喉管必须每两星期更换一次。

最近他在1月28日前往路阳医务所去更换喉管，当时是由两位男护士替他进行更换喉管。 更换后该病人仍然有咳嗽，但是他妻子被告知一切正常，并让他回家。 回到家里其妻子透过喉管喂他牛奶时，发现他的脸色转蓝变色，而他的呼吸变得很困难。

因此他立即被送往亚庇第一中央亚庇中央医院紧急室，发现导致他不适的原因是整个右肺积满了奶汁并已失去功能而塌陷， 那是由于该喉管错插入他的右肺，而不是胃中。

幸运的是他被及时送到医院快速急救，并且给于了抗体治疗和加上呼吸机，他的右肺才慢慢扩大并恢复功能。

这种情况证明了沙巴州面对严重的医务人员疏忽的问题，这可能会随时夺取人的宝贵生命。

亚庇国会议员邱庆洲获悉该事件后，立即前往亚庇第一中央医院探访该病人，陪同的有沙巴民主行动党医疗咨询局主任兼丹容亚路支部主席张国华医生，州副主席爱德华慕吉和其助手史提文亚门(Stephen Yarman)。

该病人虽然在逐渐的康复中，但是看起来还是很虚弱。 主管医生告诉邱氏说，该病人的病情已经有改善，而且其肺部也逐渐恢复功能。主管医生让邱国会议员看1月28日发生事故时的右肺塌陷X光片，比起今天的X光片所显示出该病人的右肺上已经扩张了许多，这是康复的好现象。

邱国会议员说，这宗病例根本不应该发生，尤其是更换喉管的工作必须要非常小心和仔细，并且在安置喉管过后，应以X光确认插管的位置是否正确。 这个错误可能危害病人的生命，邱氏希望卫生部和院方必须对该事件进行调查，并且公布全面的报告。 至少应该向病人家属公开道歉。 医院所造成的错误越来越普遍， 卫生部必须立即采取适当的纠正措施，以避免危及人民生命的事件再次发生。

KK hospital negligence caused near fatality

He was immediately brought to the Casualty Department of QE1, where it was found out that the Ryle's tube instead of being inserted into his stomach has gone into his right lung causing his whole right lung to collapse.

Luckily, he was brought in fast and was incubated and put on a ventilator machine for 4 days plus anti-biotic treatment, and his lungs were able to slowly expand again.

This is a clear case of “medical shortfall and negligence” on the part of the medical personnel, and that could have been easily ended up in a fatality.

The KK MP Hiew King Cheu was informed of this case today and he immediately paid a visit to the patient in QE1 with the Sabah DAP Medical Advisory Bureau Chief cum Tanjong Aru Branch Chairman Dr. Felix Chong Kat Fah along with Sabah DAP Vice chairman Edward Ewol Mujie and his assistant Stephen Yarman.

The patient looks very weak although his condition is under recovery. The doctor in charge told Hiew that the condition of the patient is improving and the lung is gaining back its function gradually. The doctor showed the X-ray pictures on the collapsed right lung on the 28^th of January, and today’s picture shown with more expansion on the right lung is a good sign.

MP Hiew said this should not had happened if the job on replacing the Ryle’s Tube was done with up most care and not done without X-ray to confirm the position of the tube whether it was inserted correctly. This mistake could have caused the life of the patient, MP Hiew wants the Ministry of Health and especially the hospital must conduct an investigation and to publish a full report. At least, the patient’s family should receive an apology officially. It is becoming common that mistake from the hospitals here which caused life lost and agony. Why there is no proper measures taken to avoid and stop these from happening any more?

陈利发要求州地政部及斗湖市议会勿愚弄人民，必须清楚解释罗群添是否将“再度宣誓就职”延长其半年任期？

（本报一日讯）斗湖斯里丹绒州议员黄仕平特助陈利发今日要求州地政部及斗湖市议会解释，因不堪行动党质疑在市议会没有发过声音的团结党籍市议员罗群添，愤然於去年六月高调辞职后，为何其名字仍出现在斗湖廿五名市议员获延长半年的名单内？

陈利发今日针对报章引述的消息，表示有关廿五名获得延长半年（至二零一二年六月卅日）的斗湖市议员已获得市议会主席的书面通知，他们的任期是由今年一月三日开始，据悉他们也将本周五“再度宣誓就职”以延长他们的半年任期。

据媒体报导表示，斗湖市议员廿五个议员名额中，其中一个属于非政府组织，另外沙巴团结党四个、自由民主党三个、民政党两个、马华两个、民统一个及巫统十二个。

当中有十一名是华裔市议员，包括非政府机构的杨志辉。民政党的刘剑明和林汉华。马华的曾钰仁和曾玉平。自民党的叶庆文、罗观胜及曾庆玻。还有团结党的汤运华、林明兴以及“罗群添”。

针对此事，陈利发要求州地政部及斗湖市议会勿愚弄人民，必须清楚解释罗群添是否将“再度宣誓就职”延长其半年任期？如果是州地政部及市议会的名单出错，这可让人联想到当局根本未收过罗氏的辞职信，又或是州内政部及市议会人员的疏忽！

罗群添也是团结党斗湖区部署理主席，在担任斗湖市议员期间，遭到行动党严重质疑其国语能力不灵光，并在斗湖市区非法建筑物篱笆倒塌问题归咎予在野党，颠倒是非，且在市议会内静若寒蝉无法为民发声，最终於去年六月愤然高调辞职，其遗留下的市议员固打空缺究竟由谁来填补？

(本報亞庇廿九日訊)雪蘭莪州議長鄧章欽表示,如果民聯來屆選舉在沙巴執政,他將在
民聯中央大力爭取沙巴民行黨成為沙巴民聯的重要決策伙伴。

  他說:「如果民聯在沙巴做了政府,沙巴行動黨要成為可以決定政策的重要伙伴,我會
和中央討論,並全力支持行動黨在沙巴民聯扮演重要角色。」

  鄧章欽是今日出席沙巴民行黨在建國中學禮堂舉行的新春聯歡會上致詞時,如此表示。

  他說,過去國陣不斷置疑民聯執政後的治國能力,聲稱反對黨不能做政府,可是2008年
選舉後,民聯在雪蘭莪和檳城執政,治理州屬績效良好,並以廉政見稱,民聯証明了本身
的能力。

  他說,在沙巴,今年的財政預算案為40億令吉,數字龐大,是雪州政府預算案的2倍,但
問題是雪州比沙巴更進步,証明治理國家的財政管理更效率,同時也証明沙巴國陣領袖
不懂得善用金錢。

  他指出,在雪州,每戶人家每個月首廿立方米的水供免費(大約可省18令吉)、每個嬰兒
出生政府為其投資100令吉(到十八歲時可取得一千五百令吉)、60歲以上註冊的樂齡
人士每年可獲得100令吉購物券及60歲以上註冊樂齡人士逝世家人可得到2千5百令吉白
金等。

  他說,民聯把持的原則就是“要做官不要發財,要發財不要做官”,所以民聯政府沒有
部長申請土地來發達。

  他說,沙巴雖然有40億令吉的財政預算案,卻連上述基本的設施都無法提供給人民。

  他矢言,若民聯在沙巴執政,一定搞好三件事,確保有電、有水和良好的交通系統以發展
公共交通,這些基本的設施一定要給回人民。

  他表示,民聯入主布城是很重要的,因為人民的所得稅都由布城控制,布城不會把所得
稅撥給州政府,所以州政府的財力有限。

林吉祥是今日出席由行動黨斗湖支部在巴華中學舉辦的新春開放門戶活動后，受詢針對上述醫院事件作出評論時，如此表示。這也顯示沙巴衛生問題在滾球效應的發酵之下，或將會升級成爲一項全國關注的熱門焦點。

事緣疑醫務人員的疏忽，導致一名七歲男童在去年聖誕節因錯過急診的黃金時刻，翌日送院命喪於中央醫院病床。後來，再度傳出另一名廿一嵗青年患有腦瘤卻被診斷為偏頭痛，導致亦是錯過施行手術的火速良機。事情爆發後，無不震驚沙巴民衆。

兩起命案的先後被揭發，也嚴重暴露出我國公共醫療系統（政府醫院）缺陷和不足，醫務人員專業及素質的隱憂。

爲了對社會群衆及公共輿論有所交代，衛生部已經在本月先後舉行兩場内部聽證會，然而是否對外公佈聽證會報告的調查結果，一直都不明朗。

衛生部長廖中萊在新春期間出席沙巴馬華公會在亞庇舉行的開放門戶活動時表示，若（調查報告）證實為醫生疏忽，當局將採取進一步行動，對付涉及的醫生及醫療團隊。

當時，廖中萊也對媒體說，詳細的調查報告出爐后，若證據確實為醫生疏忽，有關醫生及醫療團隊將被採取紀律行動對付。衛生部將在不久後，宣佈調查結果。盡管如此，廖中萊只是“概括性”僅説明或將公佈詳情，但未明確説明報告公佈時間表。

針對廖中萊部長的説辭，林吉祥今日說，衛生部應該公佈上述調查報告，他說，“任何關係到人民的利益，甚至關係到人命的，政府都應該把有關的調查報告結果公佈出來，沒有理由把調查報告的内容隱藏起來。”

林吉祥促請衛生部長廖中萊儘快公佈有關兩起斗湖中央醫院人命喪亡的内部調查報告結果，否則民主將把此事帶到國會裏辯論，林吉祥也指示沙巴行動黨領袖繼續關注和跟進此事，務確保衛生部透明化向人民交待實情。

林吉祥補充說，該黨沙巴領袖也將向他提供更多有關上述兩起針對斗湖中央疑醫務人員疏忽屢次造成人命喪亡事件的背景脈絡。

另一方面，沙巴行动党调今日也借該黨國會領袖林吉祥將把沙巴醫療系統的問題帶入國會，因爲斗湖省至少超过一百万人口，目前斗湖中央医院现有的床位数量，根本就不足以应付斗湖本省（包括斗湖本身、拿笃、仙本那、古纳甚至是西巴迪岛）的病人。

據發現，除了病床严重缺乏之外，斗湖医院也严重缺乏合格医生。目前斗湖医院有七个主要的医疗部门，每个部门需要有三位专科医生、还有十名医务官员（医生），这个数字并不包括护士及见习医生。

The Sabah Chief Minister Datuk Musa Aman is envy and jealous on the promises made by the Pakatan Rayat for the benefits of the Sabah people especially on the increase of the oil loyalty from the present 5% to 20 %. He called these promises are empty promises and giving out “sweets” to the people to make them in believing the Pakatan Rakyat can really give them what is being promised.

The KK MP Hiew King Cheu does not agree to CM Musa. He sided that Musa was merely trying to cover up for himself for those thing he did not do as the Chief Minister of Sabah along with those who were before him. We Sabahan had heard enough of those “Sweet talks and Empty promises” from them. The BN Chief Ministers in the past and now always give the Sabahan false hope on the promises made on eradication of poverty, removal of PTI, super developments, uplift of economy and so on so for. What we see today there is nothing happening, and this is the solid proof that we have been cheated and being fooled by the BN for these many years.

CM Musa said Datuk Seri Anwar Ibrahim mentioned the increase of the Sabah oil loyalty from 5% to 20% is an empty promise even thought when Pakatan Rakyat finally takes over the government. Unknowingly, he has exposed himself that even they are now in power, but these BN people did not do anything about it at all, and only say “yes” to their KL boss! Why they have not fought for the Sabahan, and just keeping quiet? Are they not Sabahan, and what is wrong for them to get more to benefit the Sabahan? Any way, the oil and gas is belonging to the Sabahan from the start.

Datuk Seri Anwar is right on the part that Sabahan has the right and should deserve more from the oil that is extracted from Sabah. It is basically the Sabahan’s right to benefit from it, and Sabah is truly in need of extra money to speed up the backward and slacking development. What Pakatan Rayat has promised, we shall deliver and without miss. We shall do it when the people voted us into the government to take over from the BN who can’t even help the Sabahan.

MP Hiew further hit out on the BN that their tactic of giving to the people the BR1M RM500, RM100 cash and RM200 book vouchers to the student are merely “vote fishing”. This shows that the BN is really desperate, because of the coming general election that they might lose out badly. This is bad, because how many people really benefited, and why others who are eligible could not get the money. Furthermore, why dish out this money now just before the election, and why this is not given out every year? The motive of the BN is clear, and demonstrated their intention to desperately using the people’s money to defend their seats and to remain in power. The people should think wisely and decide to dump them. Vote Pakatan Rakyat for the clean and straight new government.

BR1M program under fire from public // 五百元的一马援助金

联邦政府所答应于新年前发出马币五百令吉援助金银票给人民，但是由于糟糕的安排，审批合格者，以及不妥善的分发援助金方式，导致人民的极大不满，特别是沙巴人。当政府宣布将分发RM500一马援助金时，受到人民的欢迎，尤其是那些极需要在农历新年期间用到钱的人。

许多人已申请并等待批准，如今他们失望地发现到他们的名字并没有列在批准者名单上。 他们说，他们都是合资格的申请者，但是为什么其他比他们有钱的人，可以轻易获得该笔援助金。 他们花长时间去排队提呈申请表格，然后又排队查看他们是否被批准，这些都是在浪费他们的时间。他们感到很失望和难过。

The government is dishing out RM500 to the people in Malaysia and due to the bad application procedure, qualifying check and distribution of the money had created great unhappiness amount the people in Malaysia especially in Sabah. There is great hope when the government announced the distribution of the Rm500, especially those who needed the money for the Chinese New Year festival.

The people who had applied and waited for the approval, and now they are very disappointed to find that their names were not listed. They said they are qualified and eligible, but why other people richer then them can get the money, and they are not being given. The said they have wasted time in queuing up to submit their application forms and queuing up to check whether their names are listed and approved, but all these were a waste of time. Their disappointment is heavy and unimaginable.

The KKMP Hiew King Cheu had gone to many distribution centers and heard many complaints about the bad ways that the government is handling this BR1M money. They all felt not only disappointed by also on how the government is carrying out this distribution of the people’s money. The MP said that the government is not having a proper application procedure, approval criteria, and distribution system on the BR1M money. This is proven by the heavy grouses from the people now, and further more many eligible did not even have the chance to fill in their forms. They all said it is done purposely in a short time for not allowing more people to get the RM500. The government is not having the intention for everyone who is eligible to take the money. They just want to pull a quick one, do or without, just splash the money and done with it. This is merely taking the people for a ride, and had made the people feeling angry.

The other question facing us now is where and how did the government get the RM3 Billion to be distributed to the people who had applied. The said amount was not even in the national coffer, and it is believed that the government had to borrow the money from else way in order to pay to the people. Can the country pay out this huge sum of money to the people, while the country is having a national debts of nearing RM500 billions?

If the RM500 BR1M money put together with the RM100 cash and the RM200 school book vouchers for the students, definitely this total amount will be very big. This only indicated that the BN government is throwing the people’s money out at one go and trying to empty the national coffer. What is their real intention and motive behind all these? Is it for the benefit of the people or are they carrying a plot to attract votes from the people? Will the BN succeed in doing this? The people will be the best judge.

五百一马援助金

亚庇国会议员邱庆洲前往援助金分发中心去了解实况，并听取有关政府如何处理一马援助金的方式，他发现无论是申请或是在分发方式都很糟糕，并且也接到许多有关的投诉。 他们告诉邱氏说 他们对政府不妥善的处理申请和糟糕的分发援助金方式感到失望。 邱氏说，政府并没有妥当的申请程序，也没有好好的审批资格，以及没效的分配一马援助金。 从人民极大的不满和抱怨已清楚证明了这一点。 还有许多符合资格的人也没有机会填写申请表格。 他们表示在很短的时间就停止申请，好似故意让人民无法获得该援助金。 政府也没有给予关注该些有资格的人是否能够得到援助金。 他们只是想做一场戏，做样随便的发出援助金，为的是做给人民看而已。 这举动让人民感到愤怒和不满。

我们现在所面对的另一个问题是，联邦政府将从哪里拿出三十亿令吉(RM 3 Billion)的钱发给该些申请者。 据悉该笔钱甚至是没有在国库里，有人甚至认为政府将会向外借钱或透过其他途径以支付钱给人民，尤其是我国已经欠着将近马币五千亿令吉(RM500 Billion)的外债。

如果把五百令吉一马援助金加上给学生的马币一百现金和马币两百的学生书券，肯定是个非常巨大的数额。 这表示国阵政府是在乱抛老百姓的钱，并试图掏空国家财库。 他们背后的意图和动机到底是为了什么？ 是否真的为人民利益着想，还是为了钓取选民的选票呢？ 国阵会成功吗？这将是人民所要作出最重要的决定。

邓章钦和东姑阿都阿兹上议员今午抵达斗湖，较后在该党沙巴州主席兼斯里丹绒州议员黄仕平、州财政亨利摩京多及州宣传秘书陈泓缣的陪同下召开记者会，向斗湖民众传达华人农历新年的信息。

邓章钦：实现廉政是可能之事（小标题）

邓章钦说，以前国阵会说反对党要执政是纸上谈兵，但是三零八政治大海啸改变了我国整个政治局势，事实也证明，在民联执政下的州属，如全州最富裕的两个州属（雪兰莪及槟城）继续迈向茁壮成长，而民联在管理和理财方面的能力，也让全马人民坚信只要改变，实现廉政是可能的事情！

他说，雪兰莪及槟城在民联执政下，财政每年不但有盈余，然而各方面的发展皆有目共睹，这是国阵执政我国五十四年来，皆无法做到的事情，尤其是在社会福利政策和透明施政方面，民联推出更多惠民政策，把国家盈余分配予人民，与民共享。

由于民联的政绩累累，使得国阵也开始“模仿”民联的社会福利政策，比如国阵最近给月入低於三千令吉的家庭，分派五百令吉援助金，皆是抄袭民联的老年人及儿童的福利政策。

但可悲的是，国阵并没有强大的财政基础来推行上述政策，因为所有派给人民的钱都是透过借贷，最终仍是由人民自己买单，然而民联所推行的福利政策，是透过杜绝贪污和谨慎理财方式，使得州政府有盈余，最终把有关盈余回馈人民身上，做到“取之于民，用之于民”。

邓章钦表示，在三零八政治大海啸后，前朝国阵雪州政府留下给民联州政府的州储备金为六亿令吉，在民联执政雪州至今三年，州储备金增加至目前的九亿令吉，换句话说增加了约五十巴仙。

民联施政廉洁政绩如山（小标题）

他继称，民联的理财方式绝对不是“只进不出”，然而却是双管齐下，做到储备金增加之际，却有能应付各类平常行政及发展开销，将拨款用途的效果发挥最大，因为民联是个廉洁的政府。

邓章钦也如数家珍介绍雪州民联政府的施政政绩，各类好政策如山，这些政绩皆是国阵执政五十四年来，从来没有推行过的，而且这些惠民政策是没有种族和宗教固打制的，只要是马来西亚公民皆可分享国家财富资源。

他说，民联自执政雪兰莪州后，便实施给每户家庭十一令吉四十仙免费水供，州政府每个月预算约一千万令吉，一年则约一亿两千万令吉，所以三年执政雪州以来，民联共拨出三亿八百五十万令吉，作为全雪兰莪人民的水供开销。

社会福利方面，雪州每个老年人（或居住超过十五年的大马公民）去世时，皆可获得雪州政府提供的两千五百令吉抚恤金。雪州每年拨款三百万令吉给每个选区的贫困学子，提供他们在大马教育文凭（SPM）会考之前的补习费，每个选区受惠学子为一百人。

另外，雪州妇女还能享有政府提供的免费乳癌检验计划。而每一个进入大专学院的雪州贫困子弟，将可以获得政府拨款一千令吉充当学杂费。

教育方面，雪州民联政府也制度化给以下学校拨款：每年四百万令吉给雪州所有华小，两百万令吉给雪州四间独中，四百万令吉给雪州所有淡小，还有六百万给雪州的宗教学校。

邓州议长说，民联执政雪州这三年以来，所有用在水供福利、社会福利及教育方面的全部拨款总额达四亿六百五十万令吉。可是雪州用了很多钱做基本开销和发展用途，然而储备金却增加至九亿令吉。再度证明，民联是有能力执政和谨慎理财的好政府。

土地改革计划实现居者有其地（小标题）

另外，雪州民联政府提倡“居者有其地”，在土地改革计划方面也有显著政绩。雪州给那些居住在政府土地上拥有临时地契的居民，只要他们在有关土地上居住十年或以上，并符合申请条件，他们只要交付一千令吉地税便可获得九十九年的地契延长居住权（非商业性质），这个地契还可以继承给子孙，如果转卖则财被征收余额地价。

在雪州官联公司的营业方面也赚大钱。雪州政府在今年二零一二年的发展用途拨款是六亿令吉，不过由于州政府的官联公司赚钱，因此再添加另外的三亿。使得雪州今年共有九亿令吉的发展拨款。

他说，然而沙巴州政府也有许多官联公司，不过赚钱还是亏本，沙巴国阵政府从来都没有透明的公布过。

为了让雪州政府机构更能够廉洁善用人民的纳税钱，雪州共有四个不同层次的监督委员会，监督政府机构如何用钱，以确保所用出去的每一分每一豪，皆能够为人民带来最大利惠。

邓章钦呼吁沙巴民众睁开雪亮的眼睛，因为沙巴曾是我国最富饶的州属，在国阵执政下沦为全国最贫穷的州属，主要原因是贪污腐败所造成，若是下一届大选沙巴州能够改朝换代，在民联执政下的沙巴，肯定能够重振雄风！

东姑阿兹吁沙民给民联机会（小标题）

另外，东姑阿都阿兹（Tunku Abdul Aziz）也向斗湖人民和年，祝斗湖人民新年快乐，心想事成，吉祥如意！

他说，沙巴人民在下一届大选对中央政权的改朝换代攸关重要，沙巴人民必须搭上我国民主改革的列车，确保我国不再被贪污腐败所缠绕，许我国一个光明和高效的明日政府。

东姑阿都阿兹说，民主行动党是一个为全马来西亚人民，不分种族和宗教背景而展开政治斗争，为人民谋求最大的利益，因此只要民联执政沙巴，沙巴各方面将能够变得不一样，就如雪兰莪州和槟城州般让人称羡！

（本報廿七日訊）沙巴民主行動黨主席兼斯里丹絨州議員黃仕平促請奢華浪費的沙巴首席部長慕沙阿曼，立即停止和放棄打造價值三億八千八百万令吉的州政府新行政大廈，而將人民納稅錢用在對的地方，因爲在斗湖四號麻房打造兩億令吉的水壩將更爲實際，不但能給斗湖人民有儲存三個月食水的抗旱功能，和防止下游嚴重淹水的防洪功能。

黃仕平今日發佈新聞時是針對沙巴首長慕沙阿曼，指安華在新春佳節蒞臨沙巴向人民開得是“空頭支票”做出回應。

黃氏說，沙巴國陣那些華而不實的計劃，如沙巴發展走廊及新州政府行政大廈等耗資巨額但無法造惠人民的計劃，才是真正的“空頭支票”，這些空頭支票只惠及國陣的朋黨和自己人，對人民一點好處都沒有！

他說，沙巴國陣政府每年的州財政預算案逐年提升，2011是三十八億令吉，今年2012年預算案達致歷史最高，總額四十億令吉。

他質問，難道州政府從四十億令吉挪出兩億令吉出來打造利惠民衆的水壩也不行？可是卻可以耗資三億八千八百万令吉的打造一座州政府新行政大廈，況且州政府每個部門都不缺行政中心，爲何該做的不做，不該做的卻執意行之？

黃仕平也形容沙巴首長慕沙如中國末代清朝的慈禧太后般好大喜功，因爲當年慈禧爲了慶祝大壽，大興土木和投入人力修建頤和園，並奢侈到大膽挪用原本要用來購買戰艦的國防預算，最終使得人民陷入水深火熱之中，遭致八國聯軍攻打中國時，中國因缺乏軍備和訓練連基本防衛力都沒，最終辱國喪權！

黃州議員再次呼籲沙巴民衆，歷史不走回頭路，改朝換代在今朝！新年新希望，爛了就要換！歷史給我們智慧，爲了我們自己和下一代的權利，我們必須勇敢的換！因爲國陣不倒，人民注定要吃草！

（本報廿六日訊）沙巴民主行動黨主席兼斯里丹絨州議員黃仕平表示，沙巴火箭在華人農曆新春期間無休，繼續以人民福祉擺在第一的服務精神，關注新春佳節各類民生問題，因此沙巴火箭領袖在佳節期間，電話仍是接得不停。

黃仕平今日表示，斗湖在年廿八及廿九水供中斷，在斗湖區六個州議席内，只有巴隆的水供正常，其餘的斯里丹絨、阿拔士、丹絨巴都、西巴迪及摩羅帶皆沒有水供，國陣政府給的理由是四號麻房的制水厰因河水汎濫，累積泥漿和沙石導致廠房無法抽取水源制水。

他說，在行動黨的強力施壓下，當局在除夕那一天恢復水供，不過其他問題卻是接踵而來地發生，包括年初一至年初四期間，斗湖各區被投訴有水管破裂，導致民衆無法取得正常水供，更讓慶祝新春佳節的氣氛因斷水停電，使許多在新春舉行開放門戶的居民顯得非常尷尬和氣憤，遂向行動黨投訴，因爲沙巴電力公司較早時公佈的電話，並無人接聽。

換句話說，即使水供已在除夕日恢復正常，然而新安路、張天文路及華達工業區先後爆發水管破裂的消息，使得水供恢復不久又恢復停水窘境。因此，行動黨要本州基設部長拜林及其助理部長彭育明向民衆道歉，同時也要該部門再次確保撤換全部超過廿年的輸水管，不要頭疼醫頭，腳痛醫腳。

黃仕平強調，該黨在大年初一接到民衆投訴，指巴隆及阿拔士區斷水和停電，時間由上午八時至下午五時。而來自山打根西甫加及亞庇兵南邦的民衆，也向行動黨作出投訴，他們也面对相同的問題。

“在新年期間斷水和停電是非常掃興的，這使得沙巴民衆在慶祝新春佳節，仍然無法放心和盡興，因爲沙巴有一個糟糕和沒有效率的政府！”

行動黨抨擊沙巴國陣是一個沒有信用的政府，因爲國陣執政沙巴至今廿餘仍無法改善沙巴人民的基本生活素質，連水供、電供和馬路都無法改善。

黃氏質問，爲何水務局的私營化公司總是在佳節期間（如農曆新年、開齋節及聖誕節等）斷水？這已不是第一次發生。他質疑這是因爲州政府拖欠私營公司導致後者使用民怨壓力來迫使政府繳付拖欠款額，因爲人民痛苦才能使得國陣稍去關注問題。

他說，他的質疑和推測並非是空穴來風的，因爲拿篤區就曾經發生過州政府拖欠私營水務公司案例，導致私營水務公司連購買柴油的錢也沒有，最終私營公司被逼切斷水供致使拿篤民衆陷入困境。

與此同時，黃仕平要求水務局及電力公司的總經理和各區域的工程師們公佈自己的電話號碼，以便民衆面對水電問題時，可以在第一時間聯絡他們。

他更要求水務局及電力公司關注人民基本福利，每逢佳節與假日期間，確保有高層職員仍在崗位上服務民衆，包括接聽民衆的投訴電話，解決民衆的問題。

另一方面，黃仕平表示他在新春佳節期間走訪了全州各個城鎮，並向成千上万的民衆派發日曆及海報賀年。

他說，這個期間，無論是親自還是致電的，該黨獲得許多土著及馬來同胞求助解決水電問題，這凸顯出國陣已忽略他們心聲，而轉向火箭懷抱，也證明民衆的政治醒覺已經超越族群的分隔，黃氏因此呼呼沙巴人民全力支持民聯，並堅信民聯將比國陣做得更好，這個信息要口口相傳，尤其是給沙巴的土著同胞，祝願各位沙巴人民：新年新希望，爛了就要換！

且让马来西亚华裔团结一致如祥龙，与其他各族马来西亚人携手合作，在第13届全国大选更换布城政权

随著第13届全国大选蛩音趋近的情况下，无论首相何时解散国会，团结的大马人的内心只会愈来愈澎湃，因为这是我们建国54年以来，联邦政权首次出现更换的契机。

且让马来西亚华裔团结一致如祥龙，与其他各族马来西亚人携手合作，在第13届全国大选更换布城政权，让马来西亚发挥潜能，成为一个团结、和谐、民主、公平、繁荣与充满竞争力的国度

本周五，当纳吉在联邦直辖区展开他的农历年前拜访时，他说，马来西亚是全世界最宜居的国家，此地物有所值。

这就是马来西亚必须更换联邦政权的最主要原因，因为巫统与国阵的政权病入膏肓无药可救，拒绝承认这个政府过去数十年来，无法完成建国最重要任务，甚至将200多万优秀大马人赶到异地，因为他们无法在自己的土地上获得尊重与承认或是自信地抬起胸膛当个马来西亚公民。

若说我们还需要任何证据说明国阵领袖如何与民意脱节，我们只需要参考马华公会总会长昨日的谈话，他竟然呼吁华裔选民，勿在下届大选“实验”，因为国阵领导层已让华裔社群吃饱穿好繁荣富足。

正如过去数十年来，尽管巫统/国阵领导层治理不当、贪污、滥权，但马来西亚经济持续发展，无论国阵领导层多麽腐败，但华裔社群依然达至繁荣富足。

马来西亚人根本无须感谢巫统或国阵领导人，相反地，马来西亚人有权怪则巫统/国阵领导人，因为他们的领导无方、治理不当，导致马来西亚不断错失可以成为更发达繁荣、充满竞争力、团结与和谐国度的机会。

正是如此，愈来愈多马来西亚人心里认为最重要的就是完全更换布城政府。我且在此呼吁所有马来西亚华裔，团结一致，如祥龙般崛起，与其他各族大马人，在下届大选共同努力改变布城政权，掀开历史新页，成就伟大的马来西亚人。

Chinese New Year (Dragon) Message by Lim Kit Siang on Saturday, 21st January 2012:

Let Malaysian Chinese unite as one Dragon and together with other Malaysians, effect a change of power in Putrajaya in 13GE

With the closer approach of the 13th General Elections, whatever the date decided by the Prime Minister to dissolve Parliament, one common aspiration uniting Malaysians is gathering momentum – the possibility and potential for change of power at the federal level for the first time in the nation’s 54 year history.

Let Malaysian Chinese unite as one Dragon in the Year of the Dragon and, together with other Malaysians, effect a change of power in Putrajaya in the 13th General Elections to fulfill Malaysia’s potential as an united, harmonious, democratic, just, prosperous and competitive nation.

In his pre-Chinese New Year walk-about in the Federal Territory on Friday, Datuk Seri Najib Razak claimed that Malaysia is the best place in the world to live in as it provided the “best value for money”.

This is the strongest reason why Malaysia needs a change of federal power because the powers-of-the-day in UMNO and Barisan Nasional suffer from an incorrigible disease of denial complex in refusing the admit the failures of government and nation-building in the past few decades which have driven some two million of the best and brightest Malaysians to foreign lands for they could not get respect and recognition or able to hold their heads high as Malaysian citizens in their own homeland.

If more evidence is needed to prove how cut-off the Barisan Nasional leadership has become from the aspirations of ordinary Malaysians, one need only refer to the message by the MCA President yesterday calling on the Chinese voters not to “experiment” in the next general elections as Barisan Nasional’s (BN) leadership has allowed the community to prosper.

Just as the Malaysian economy has developed in the past few decades despite the misgovernance, corruption and abuses of power of the UMNO/BN leadership, the prosperity of the Chinese community had been achieved despite the failings of the Barisan Nasional leadership.

There is nothing that the Malaysian people need thank the UMNO and Barisan Nasional leadership for as it is the reverse – Malaysians are entitled to blame the UMNO/BN leadership for the lost opportunities of Malaysia becoming a more developed, prosperous and competitive economy and a more united and harmonious nation because of its failures of leadership and governance.

This is why a total change of power in Putrajaya is uppermost in the minds of more and more Malaysians and I call on the Malaysian Chinese to unite and rise as one dragon, together with all other Malaysians, to effect a change of power in Putrajaya in the next general elections to begin a new page of history celebrating the greatness of all Malaysians.

民主行动党秘书长兼巴眼区国会议员林冠英于2012年1月22日在吉隆坡发表2012年农历新年献词：

唯有廉政、公平、竞争力及改善人民生活、吸引人才回国，马来西亚才可能转型成为人人共享繁荣的高收入国。

是时候推行廉政、公平、竞争力及改善人民生活的经济政策，吸引人才回国，马来西亚才可能转型成为人人共享繁荣的高收入国。让我们在水龙年踏出第一步，于来届大选让“万象更新”，好让全民可以在2020年享受国家繁荣。

没有公开招标、只让特定朋党受益，现行政策腐败、不透明，只会让马来西亚越来越落后。最好的比较例子就是韩国。1970年，马来西亚人均收入为380美元，韩国是260美元。2010年既40年后，马来西亚的人均收入为7760美元，而韩国已经超越我们三倍，达1万9890美元（世界银行报告）。

马来西亚无法竞争，也导致大批马来西亚离开这个国家。就连国阵政府也承认，自1957年独立以来，已有200万马来西亚人离开。无数的国人在外国拥有永久居留权，包括我们的现任及前任部长。我们不怪这200万移民的马来西亚人，因为是现有那种导致分裂及制造仇恨的政策，把我们最好、最聪明的国民逼走。

最新的例子就是，政府独断地减少华小临教的福利，让他们遭受不公平、冷酷及侮辱的对待。联邦政府若维持临教的福利甚至增加他们的福利，会花他们多少钱？我怀疑这笔费用是否超过国家养牛中心丑闻2亿5000万令吉？这笔原本应该用来养牛的钱，被滥用来购买豪华公寓。

为什么我们要牺牲全体2800万国民的利益，让几个朋党赚取额外好处？例如：南北大道承建费为60亿令吉。但是收费站在2010年12月31日已经收取了243亿令吉。它们不但可以继续收费到2038年，而且还可以年年调高过路费！既然收费站已经赚了183亿令吉，为什么不能废除收费站？

如果国阵继续怪罪华人及少数民族，不正视本身失败的政策，或者用华人来威胁马来人，更多马来西亚人才将会移民。当许多重要的经济领域如银行、保险、港口、汽车、独立发电厂、白糖、白米、面粉、种植业、石油及天然气都已经被马来人主导，华人如何威胁马来人？

我们要相信自己的能力、互相信任、要有信心，无论是马来人或非马来人都可以成为世界冠军。马来人或非马来人的孩子都必须在相互尊重、视彼此为马来西亚人的情况下成长，他们只能仇视贪污。2000年至2009年间，我们因贪污而导致1兆7700万令吉黑钱外流。

够了，让我们实施能够除贪、扶贫、吸引人才回国的政策，打造马来西亚可以成为一个各族、各宗教或男女老少都能分享繁荣的国家。
让我们通过推行廉政、公平、竞争力、提升人民生活水平的政策来迎接龙年，祝各界新年快乐！

Only Economic Policies That Are Clean, Fair, Competitive And Improves The Well-being Of The People As Well As Attract Back Talented Malaysians Can Help Transform Malaysia Into A High-Income Nation Enjoyed By All.
The time has come to implement economic policies that are clean, fair, competitive and improves the well-being of the people as well as attract back talented Malaysians that can help transform Malaysia into a high-income nation enjoyed by all. What better time than the year of the water dragon to initiate such changes so that the coming general elections marks the new beginning that would be enjoyed by all Malaysians rich and poor by 2020.

Present policies which are corrupt, opaque with no open tenders and benefits only certain cronies would only bring Malaysia backwards. A good comparison is South Korea. In 1970, Malaysia’s Gross National Income(GNI) per capita was USD 380 as compared to South Korea USD 260. But 40 years later in 2010, Malaysia’s GNI per capita was at USD 7,760
while South Korea had exceeded us by almost 3 times at USD19,890 (World Bank)

Malaysia’s failure to compete is compounded by the horde of Malaysians leaving. Even the BN government concedes that 2 million Malaysians have left the country since Merdeka in 1957. Countless Malaysians have PR in foreign countries including present Ministers and former Ministers. No one blames the 2 million Malaysians for leaving when the present policies stresses more on politics of division and hate than results-oriented performance drive our best and brightest away.

A recent example is the unfair, harsh and humiliating treatment of temporary Chinese primary school teachers by reducing their benefits arbitrarily without any consultation. How much will it cost the Federal government to continue maintaining existing benefits or even increasing them to temporary teachers? I doubt that such costs will exceed the RM250 million National Feedlot Corporation scandal where money meant for rearing cows is used instead to purchase luxury condos.

Why allow the few cronies to earn extraordinary profits at the expense of 28 million Malaysians. For instance, it took RM 6 billion to build the North-South Highway. But the toll operators have collected RM 24.3 billion as at 31.12.2010 and yet can continue to collect toll till end 2038 and increase toll every year! As the toll operators have already made RM18.3 billion in profits, there is no reason why toll can not be abolished.

Even more talented Malaysians will leave if BN continues to blame the Chinese and minorities for the federal government’s failed policies or use the Chinese threat to frighten the Malays. How can the Chinese be a threat to Malays when critical economic sectors such as banking, insurance, ports, highway toll concessions and infrastructure, transport, automotive industry, IPPs, sugar, rice, flour, plantation products, oil and gas are dominated by Malays?

We must grow up believing in our abilities, trusting each other and have faith that Malays and non-Malays can be world champions. Malays and non-Malay kids must grow up respecting each other as Malaysians and hating only corruption. 2000-9 is the lost decade of corruption where RM1,077 billion of “black money” was illicitly and secretly taken out of Malaysian.

Enough is enough! Let us implement policies that will stop corruption, wipe out poverty, attract back Malaysian talents so that Malaysia can be a high-income nation enjoyed by everyone regardless of race, religion or gender.
